Dear Mr. Gurdziel,
I am responding to your June 22, 2021, e-mail (copied below) in which you asked whether we could change the Vogtle Unit 3 special inspection team report issue date from 45 days to 30 days from the exit meeting.
Inspection Manual Chapter 0613, Power Reactor Construction Inspection Reports, Section 19.01, Report Timeliness, allows for most inspection reports, including special inspections, to be issued within 45 calendar days from inspection completion. Special inspections generally encompass large scopes, involve complex technical or regulatory issues, and may result in findings. Following the inspection, NRC staff must carefully screen the results to determine the safety significance of any identified inspection issues. Also, we must ensure that our inspection reports clearly communicate significant inspection results, document the basis for significance determination and enforcement actions, and document the closure requirements for any performance deficiencies and findings.
Therefore, while we will strive to issue the inspection report before the 45 days have elapsed, it is also important for us to take the time necessary to thoroughly review the inspection results and develop a clear, complete, and accurate report.
