Referral to DOE of Inquiry Regarding HLW Funding from the Native Community Action Council

[EXTERNAL EMAIL]

Gentlemen, As you know, the Nuclear Regulatory Commission is reconvening the Licensing Support Network Advisory Review Panel (LSNARP) to gather input from LSNARP member entities regarding reconstituting the LSN or a suitable replacement system. In response to my August 11, 2017 letter requesting contact information, the Native Community Action Council (NCAC) indicated that their telecommunication and computer services are inadequate. NCAC further states that they had previously received support from DOE to assist in their participation.

Since such funding is outside the scope of the NRCs high-level waste repository licensing responsibilities, we are forwarding NCACs comment to DOE for any further action it may deem appropriate. (See attached for more information).

Best regards, Dr. Andrew Bates Chairman, LSNARP Office of the Secretary U.S. Nuclear Regulatory Commission

[External_Sender] Re: NCAC Members - Contact Information Needed for Potential LSNARP Members

Dear Mr. Newell,

This is to confom that the I am the principal contact as Secreta1y for the Native Community Action Council.

The Native Community Action Council herein_r~ - t i r on the Licensing Support Network Advisory Review Panel (LSNARP). Many of our Native American tribal communities do not have adequate telecommunication service and our board members are mostly elders with little computer access. In the past the DOE was to provide surplus equipment as part of a five-year plan and did not. We are the only unfunded party to the proceedings and look forward to the challenges ahead in the proceedings.

Sincerely, Ian Zabarte, Secretary Native Community Action Council Mr. Ian Zabarte On Tue, Oct 24, 2017 at 2:41 PM, Newell, Brian <Brian.Newell@mc.gov> wrote:

Mr. Zabarte, In your attached response to our August 11 , 2017 memorandum regarding the Licensing Support Network Advisory Review Panel (LSNARP), you provided a list of members of the Native Community Action Council to be included in further correspondence regard ing the LSNARP. As the U.S.

Nuclear Regulatory Commission is currently planning a training session for usage of the current LSN Library, we will need to contact everyone on the LSNARP distribution list via e-mail in order to have them register for the train ing. Those that are interested in attending the training must register for it via e-mail as well. At your earliest convenience, can you please provide an e-mail address for the following NCAC members that did not provide e-mail addresses previously? The e-mail addresses will only be used for the purposes of distributing information regarding the LSN Library and the LSNARP.
