Dear Sir:

As required by EPA Permit No. PA0025615, the following information is provided in regard to a reportable occurrence at Beaver Valley Power Station:

During an Internal Audit, it was discovered that monitoring for chlorine residual at Discharge 001, the Unit #1 and Unit #2 Cooling Tower Blowdown outfall, was being performed by daily grab samples during chlorination rather than by the required continuous chlorine analyzer during the last four years. The installed continuous chlorine analyzer has proven to be very unreliable, and has caused many operational and maintenance problems. Technicians were routinely taking grab samples during chlorination rather than relying on the analyzer since this practice had been allowed in previous editions of Beaver Valley Power Station's NPDES Permit. Although the monthly Discharge Monitoring Reports for Outfall 001 indicate that grab sampling rather than continuous monitoring had been performed, no special notification of your office was made.

Beaver Valley is currently procuring a replacement continuous chlorine analyzer since the installed continuous chlorine analyzer has been judged to be non-repairable. The new chlorine analyzer is scheduled to be in service 12/31/89. Grab samples for chlorine residual using amperometric titration will continue to be taken during periods of chlorination until the replacement analyzer is installed.
