Revisions to Special Nuclear Material Control Program f
for SEFOR Decladding As indicated in the above correspondence, we recently initiated activi-ties on the SEFOR Fuel Decladding Program as authorized under our Special Nuclear Material License SNM-21. The nuclear material control and accounting plans for those activities were described in AI-74-44,

i and were approved by the NRC in August 1981.
However, it became apparent

immediately upon activation of the program that we were unable to comply I
with the requirements of the approved nuclear material control plan.
l Thus, it became necessary to develop some changes in both the operational l
procedures associated with the decladding effort and the Nuclear Material l
Control Program as described in the approved plan.

4W 82ESG-6939 Rockwell October 13, 1982 International Page 2 The approach used in the development of.these new procedures and opera-tional methods has been discussed in the correspondence referenced above and also in telephone conversations with Messrs. Mike Smith and Harry Bartz of your. staff. As indicated in the Reference (5) letter, we have now completed the revisions to the nuclear material control document, AI-74-44, Supplement 4, to provide a control program consistent with the regulatory requirements and with the revised operational procedures for the decladding process.
The changes have been prepared in the form of revised pages for insertion in the original document. The revisions on the pages are indicated by vertical bars in the right-hand margins of the revised pages. Ten copies of the revised pages are enclosed for your information.
Since these changes to the nuclear material control and accounting plan do not decrease either the material control and accounting program or the measurement control program, the changes are being submitted for your information in accord with Section 70.32(c) of 10 CFR 70.
We should point out that these changes to the plan contain information of a type specified in 10 CFR 2.790(d). Accordingly, pursuant to Section 2.790(d)(1), this information is deemed to be commercial or financial information within the meaning of 10 CFR 9.5(a)(4) and shall be subject to disclosure only in accordance with the provisions of 10 CFR 9.12.
