FERMI reactor. This program will be conducted in the Rockwell Inter-national Hot Laboratory located at the Nuclear Development. Field Laboratory site in accordance with activities presently authorized under our SNM-21 license. Therefore, we are enclosing six copies of AI-74-44, Supplement 6, "Special Nuclear Material Control Program for FERMI Fuel Decladding," dated September 3,1985, for your review and approval. This nuclear material control and accounting plan for the FERMI fuel has been prepared to supplement plans sub.nf tted previously in the documents AI-74-12, AI-74-44, and AI-75-15, referenced above.
This application is for a safeguards amendment to our Category G mate-rials license as defined in Section 170.31 of 10 CFR 170 and is sub-ject to an application fee of $150.
Therefore, we are enclosing our check in the amount of $150 in payment of the required fee.

Revised Fundamental Nuclear Material Controls
Dear Mr. Martin:
The Rockwell International Special Nuclear Material License No SNM-21 was renewed on June 28, 1984.
Both the possession limits of special nuclear material and the scope of activities authorized under the license were reduced substantially in the renewed license. Discus-sions with the staff of the Division of Safeguards at NRC Headquarters subseqJent to renewal of the license have indicated the desirability of updating our fundamental nuclear material control document to make it more consistent with the renewed ifcense.
Consequently we have prepared Document RI/RD86-190. " Fundamental Mate-rial Controls for Special Nuclear Materials," which describes our nuclear material control program for those activities presently author-ized.under the renewed license. As indicated'in the foreword to the document, it supersedes the following documents previously approved for activities authorized under the earlier versions of License SNM-21:

However, I should note that Document AI-74-44, Supplement 6. "Special Nuclear Material Control Program for Fermi Fuel Decladding," is an approved program that is currently being 5plemented under the renewed license.
Since this new description of the program makes no changes which decrease the effectiveness of the material control and accounting pro-gran prepared pursuant to the appropriate sections of 10 CFR 70 and 10 CFR 74, it is being submitted for your information in accord with Section 70.32(c) of 10 CFR 70. Five copies of the document are enclosed for your information, I should point out that the document enclosed is of a type specified in Section 2.790(d) of 10 12.

the The physical security oi ;pecial nuclear materials used at Rockwell International Hot Laboratory under Special Nuclear Material License SNM-21 is provided as described in ESG-80-17, Revision 4,. " Physical Security Plan for the Protection of Moderate Strategic Quantities of Special Nuclear Material at the Hot Laboratories of the Energy Systems Group of Rockwell International."
During a recent internal review of the plan and our implementation it was noted that the plan was out of date with respect to some organizational titles and reference to Energy Systems Group procedures. Consequently, the plan has been revised to inclu9.e the correct organizational titles and the proper reference to Rocketdyne procedure ROP M-501, which replaced Energy Systems Group SOP B-22.
Since the only changes to the document are the replacement of the Energy Systems Group by the Rocketdyne Division and the replacement of ESG SDP B-22 with Rocketdyne ROP M-501 in Appendix A, the revision to the plan includes no changes which result in a decrease effectiveness of our special nuclear material security l
Therefore, we are reporting them in this letter and in in the 32(e) of 10CFR70. Five program.
