Special Nuclear Material Control Program fpr SEFOR Decladding We have recently initiated activities on the SEFOR fuel decladding program as authorized under our Special Nuclear Material License No. SNii-21. The nuclear material control and accounting plans for these activities, which are described in AI-74-44, Supplement 4, "Special Nuclear Material Control Program for SEFOR Fuel Decladding,"

were approved by NRC in August 1981.

However, we have found that we are unable tn comply with the requirements of the approved plan.

The problems of compliance with the material control and accounting plans were originally discussed with Mike Smith of your staff on June 16, 1982. As we indicated then, the original plan, as described in AI-74-44, Supplement 4, essentially called for us to declad the pins, separate the depleted pellets from the mixed oxide pellets, count and weigh all pellets, confirm the weight to the original manufacturing records, and package the material for return to the DOE site.

I, M ur efforts are directed to' continuing to study and revise our declad-ding operation and procedures to attempt to develop the most cost-effective operation while achieving complete recovery of the material and maintaining minimum radiation hazard to operational personnel.

The complete techniques should be developed by the time the first 20:24 pins have been declad.

At that time, we will revise Document AI-74-44, Supplement 4. "Special Nuclear Material Control Program for SEFOR Fuel Decladding," to reflect the current procedures.
