'Page 9:
Summary Assessment (2) - What happens to the. general license for storing spent fuel after the operating license is-terminated?
Summary Assessment (4) - If the NRC is notified 90 days prior to first use, the fabrication has already been completed and the NRC would be able to inspect -the actual fabrication of the cask.
Suninary Assessment (5) - Does certifying fabrication mean insputing the the cask vendor during fabrication?
Page 11: Second. paragraph - 1500 casks is a large program, can this plan for inspection and enforcement of compliance be implemented?
- Page 23, 72.503:
Inspection and-Test - What test need to be performed on the casks? (See 10 CFR Pt.rt 71 - drop test puncture test etc.)

- Page 4: What is meant by " initial inspection of cask fabrication" to be per-formed by NMSS7 Would QA application inspections be performed by NMSS at the cask vendor or at the ISFSI SITE 7
- Page 5: _The inspection activities related-to routine operation of onsite ISFSI' are a regional function and should be placed under.the Regional Offices paragraph instead of the NRR paragraph.
- Page 6: What is meant by " routine cask fabrication inspection" to be performed by NRR? Would QA. applicable inspections be performed by NRR at.the cask vendor or at the ISFSI site?
Why are the inspection activities broken.up into initial and routine for the fabrication of the cask?
If the " routine" fabrication inspection are to be performed by NRR, the NRR should be involved right from the start and also be involved in the " initial" fabrication inspections, t

.The average 1nspection trip, including inspection preparation and.
report writing, requires about 80 staff-hours. Thus the staff-hours required to complete one~ year of inspections would be increased.
