This memorandum is forwarded to provide you information on the preparedness for licensing of Palo Verde Unit 3. Enclosures 1 through 4 include items requiring inspection and resolution before Region V can recommend a low power operating license. The licensee currently estimates a fuel load date of.

March 18, 1987. Region V considers this time frame to be realistic for a licensing decision.

Enclosure 1 Status of Inspections Required by MC-2512, MC-2513, and MC-2514

1. MC-2512 Program All priority 1 modules are complete. Follow-up of CAT open items and' construction deficiency reports is ongoing and will be completed prior to issuance of a low power license. 'I

2. MC-2513 Program The preoperational inspection program is current and consistent with the licensee's test progrcm status.

A security and safeguards preoperational inspection is scheduled for the second quarter of FY1987, prior to issuance of a low power license.

In addition, a preoperational emergency preparedness inspection 1s scheduled for the first week of January, 1987.

3. MC-2514 Program '

Region V will complete the applicable procedure review modules prior to issuance of a low power license. The startup test procedures for Unit 3 are substantially identical to those used in Units 1 and 2.

1. The licensee's punchlist contains approximately 7900. items, 800 of o

which are targeted for resolution prior to fuel load. In addition,.200 items have been targeted for initial criticality. Region V will continue to' review the punchlist to ensure that items are beiEg properly-dispositioned.

2.- Of 516 total subsystems in the unit, 424 have been accepte'd by operations. However, of the remeining 92 subsystems, most are NSSS systems such as safety injection, reactor coolant system,' charging ~

system, etc.

Open Items' Including Enforcement and Unresolved Items The following items from the. CAT inspection will be addressed and closed by Region V prior to issuance of a. low power operating licenne.  !

1. Violation Masonry block walls incorrectly classified as '
