RESULTS OF PALO VERDE UNIT 1 OPERATIONAL READINESS REVIEW PANEL CONSIDERATIONS A review panel met on November 16, 1984 to consider the status of Palo Verde Unit I and the readiness of that unit for full power operation. The following persons constituted the review panel.

Information considered by the panel included:

1. Status of the inspection program.
2. Enforcement actions.
3. Status of allegations.
4. Status of compliance with TMI action plan requirements. _

5. Status of the Pre-Startup Testing Program.
6. Status of potentially reportable 10 CFR 50.55e events.

The panel concluded that it was premature to recommend a low power operating license for Palo Verde Unit 1. The licensee has yet to complete action on a variety of systems and reports which must be completed to make a recommendations. The panel also concluded that it was possible for the licensee to complete these items in the next few weeks. At that time, another l panel meeting would be appropriate, and is recommended. Enclosure 1 provides a listing of the panel's considerations and conclusions.

, 1. ' Inspection Program Status The Priority 1. construction inspection (MC 2512) program is completed.

The preoperational inspection program (MC 2513) is substantially W completed, with the exception of several~ test review' modules'which are d pending final completion of test documentation by the licensee. The'. -

startup inspection program (HC 2514)~is current. Special. team inspections in construction, startup work controls, emergency preparedness, and security have also been conducted. '

q' One significant. deficiency within the scope.of these inspections remains:

the' licensee's security program was not satisfactory. In addition, several areas (Table 1) in addition to the final completion of the MC'2513 inspection program, may impact licensing if they cannot be resolved. It is expected that'they will all be resolved, as the' licensee is committed to resolving them with the NRC prior.to low power licensing.

2. Enforcement-Actions

i The licensee has resolved all violations'to the extent that none represents an impediment to low power licensing. However, the licensee's corrective action for several Level IV and one Level III (termination cards) violation has not been reviewed pending' assurance from the licensee that all corrective actions are indeed' complete.

3.. Status of Allegations All allegations associated with Palo Verde Unit 1, that have been assigned to the Region V staff have been investigated with the exception of: -

4. Status of Compliance with THI Action Plan Requirements '

As of the panel meeting, nine THI Action Plan Items remained open pending.

completion by the. licensee of all casaritments in these items (as of.

I November 23, 1984, only..three partial items remain). The remaining items will.be completed by December 7, 1984. It does not appear that this area will be an impediment to low power licensing of Palo Verde Unit 1.

5. Status of the Preoperational Testing Program The licensee has substantially completed the testing portion of the L program, but nearly 2000 punch list items, including test deficiencies, remain to be resolved. Most of these deficiencies are minor, but collectively they represent a significant amount of work. The panel  ;]

concluded that, at.the time of the. meeting, the list of remaining items -

was' too extensive to recommend licensing of Unit 1. It is expected that i by December.7, 1984, enough additional work will have been performed by the. licensee to warrant a reevaluation of the licensee's readiness.

The inspection of the preoperational testing program has not yet

. identified any significant deficiencies which have not been 1 satisfactorily resolved. However, the adequacy of the licensee's )

resolution of test deficiencies will receive detailed inspection in the {

next two weeks to ensure that all closure of items remain technically I sound.

'6. Status of Potentially Reportable 10 CFR 50.55e Events The licensee has' prepared detailed construction deficiency reports,'of which approximately eighty remain to be reviewed by the NRC. About 30 of ~ .

these have been or are expected to be classified as reportable under (

10 CFR 50.55e. Each of these will be' reviewed for its significance and {

the adequacy of the licensee's corrective action prior to December 7, 1 1984. As of the date of the Panel, however, the number and significance of the open reports was large enough that the Panel deferred a recommendation concerning a low power license for Palo Verde Unit I for at least two weeks.
