_ My memorandum to you dated November 18,1981, (same subject) identified a potential problem regarding the applicant's schedule for the emergency preparedness program. This H vision initiated an emergency preparedness ~'

implementation appraisal which was discontinued on January 8,1982, after it was concluded by the appraisal team (and corroborated by the applicant) that the emergency preparedness program was at such an incomplete stage that no determination as to program adequacy could be made. At the exit meeting MP&L agreed to' furnish the NRC a schedule for completion of all of the areas covered by the appraisal program.

On January 25, 1982, MP&L submitted a schedule (enclosed) in anticipation i of a March 15 appraisal. Our evaluation of their schedule does not support their proposed date. Based on a telecon with the applicant on February 8,1982, it was concluded that only two of approximately sixty open items were completed during the prior 30 days. In addition, their list of incomplete items does not address certain areas of their program.

In order to reschedule the appraisal, additional information from the applicant is required. Based on this information we will determine when the applicant's program will be at a stage of completion that would warrant a resumption of the appraisal.

By copy of this memorandum we are requesting the NRR Branch Chief to forward the enclosed letter to the applicant.

This responds to your letter of January 25, 1982, which established . pro-

,' ' posed schedule for the~ completion of various areas of the GGNS emergency preparedness program. . After a careful review of the schedule, the staff

, concludes that all areas of your emergency prepsedness program were not

addressed and' consequently additional information is required (see Enclosure).

As to'your proposed date of March 15, 1982 for the resumption of the appraisal, please be advised that we will determine when the state of your preparedness program is at a point which warrants the resumption of the appraisal. This determination will be based, for the most part, on the current status.of your preparedness program. Because the appraisal requires considerable lead time, you are requested to provide EPLB an update, via telecon, every two weeks. The .
