Enclosures 1 through 4 include items requiring inspection and resolution before Region Y can provide a recommendation concerning issuance of a full power operating license. The licensee estimates an initial criticality date of September 9,1987, at the ar11est, with com letion of the low ower testin pro ram a few days later.

Region V has scheduled final inspection and closure of these DERs prior to issuance of the full power license.

Region V will continue to review the l punchlist.to ensure that items.are being properly dispositioned. One of the' major items still remaining to be resolved'is testing of diesel l.
