SUBJECT:
INTERVIEW OF NRC PERSONNEL AND CONSULTANTS INVOLVED IN CPSES REGARDING SAFETY-RELATED CONCERNS I interviewed in person or by telephone all persons on the attached list to determine if they had safety-related concerns which they felt were not being properly handlegl. The following issues were identified:

I pointed out to Shannon, that when I brought the report over to him to to be revised. I told him that as the SRI for construction, I held his responsible for the construe input. Shannon was party to all discussionsIhadwit{

Stated that he had two issues he wanted clarified.

Stated that he had never asked for these two issues to be escalated, and felt he was being put in the middle.

I tated that he had no further problems with the report, but would st'i like to have Bosnak's statements in writing. Stated that he would like to see the SSER approving Amendment 57 to the FSAR.

that his statement as I recall, in regard to the NRC Inspect 16frReport 50-445/85-07 and 50-446/85-06, was that the classification of the Westinghouse shim problem as an unresolved item vice a violation was management's call and that although he did not necessarily agree, he had no problem since it was management's decision.

I asked him why then he had stated to Shannon he wouldn't have signed the inspection report. He indicated that he would probably have wanted to discuss it further.

inspection reports. We will send him the November and December

when approved.
All of the remaining NRC inspectors and consultants had no particular problem.
Cliff Hale felt that if anything, we sometimes brought some of the issues to the fore front before he was ready.
