I In responding to your memorandum of November 25, 1985, I am providing you with these initial coments.

Mr. Young was provided concerns while in an official NRC capacity. The concerns expressed to Mr. Young were general in nature and no specifics were provided. There was a hesitancy to provide names.

It should be made clear in the future that if an individual approaches an NRC employee in an official capacity, he can be provided confidentiality (if deemed appropriate by NRC i

management) in accordance with the ED0's policy.

Such an individual's name will be made available internally to NRC management.

One of the two individuals subsequently identified by Mr. Young indicated he had no particular concerns and the second was concerned with the followup of the " reject" SRRR's. Neither of these individuals were associated with trending.

You should also be aware that it looks like the function performed by the site consulting group is not being terminated, but being broadened. The function l

could not be broadened under the contract with the present site consulting l

group.

In the future, I am requesting when preparing your memos' that you stay with the facts and refrain from drawing conclusions until the facts are complete.
