81SCO FIRE PENEtRAi!0N SEALS TEST REPORTS PCA-76 AND 74I-103 An unresolved ites nas identified ating an inspection and was docusented in NRC Report 84-22. This ites concerned a certification that did not explicitly cert.fy that (,arrier satorial and design set the test l
requirements. Prior to a recent follevup inspection, TUGC0 informed the NRC inspectors that this ites had been reviewed.. evaluated, closed and that documentation mould allem NRC closecut. The NRC inspector reviewed this ites during the Nevester 1985 inspection period and found the following:
Brand Industrial Services Inc. (BISCO) letter te Texas Utilities dated Nevesber 13,1984 anseered the NRC inquiry about certification and stated that the subject fire barrier seal (test no. PCA-76, AN! No.
S-26,24'42', floer/sall, saterial 6548, 9' depth, LAD or SLD tray, all cables, 401 loaded) set all TUBCD Contract No. CP-0707, Gibbs & Hill specification No. 2323-MS-3BF, A$fM E-119 and IEEE 634 test requirements.
American Nutletr Insurers (ANI) letter to BISCO fated August 20,1985 sithdres its acceptance of BISCO 2

The NN, inspectors found that.this eithdr.a.ai was based on I!$CO's not having cosplete documentation of the test results and the recent f ailure of a l!SCO saeple tested et an independent laboratory esployed by the ANI. The reason given for unavailable records nas that they were either destroyed in a 1976 fire or lost during the sove to other facilities after the fire.
ANI letter dated August 20, 1985 to Texas Utilities Benerating Company (TU6CO) informed thee of the rescinded acceptance and the test f ailure that occurred 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br /> and 35 sinutes into the independent test perforced in accordance alth ASTM E-!!9. Further, it stated that this fire harrier say not be adegaate shore there is a strict requirement for a 3 hour3.472222e-5 days <br />8.333333e-4 hours <br />4.960317e-6 weeks <br />1.1415e-6 months <br /> rated barrier.-
Cosanche Peak Final Safety Analysis Report (FSAR) page 9.5-223 requires that penetration seals be tested =
in a accordance with A$iM E-119 and IEEE 634. Page 9.5-58, paragraph D.I.c. requires that cabling for redundant safety divisions be separated by walls having 3 hour3.472222e-5 days <br />8.333333e-4 hours <br />4.960317e-6 weeks <br />1.1415e-6 months <br /> fire rated barriers for cable spreadint roos separation and pages 9.5-67 and 68 in paragraph D.3.c. require the 3-bour rating for barriers for cabletraysthatcontaincoldshutdowncabling.

31500 letter dated Septester 16,1985 states that approval had been rescinded because the hose stress testuaseitherdestroyedorlost. It also stated that the ANI testing standards are auch sore stringent and stated that I!SCO seals seet and surpass the test standards of ASTM E-!!f. The letter further states that the ANI representative witnessed a test on 9 inch silicose foes using the saae i
design configuration that f ailed in the ANI test. However, the letter also states that the success of this BISCO test was based on applying a 3/8 inch proprietary coating on the f ace of the silicone feas, i
Thee the letter stated that this retrofit corrective seasure can be esployed by those uho wish to spgrade this particular seal design.
Notes it appears that the criginal seals tested had no coating.
7U6C0 interoffice sescrandus (Creaser to Kennedy) dated Octeter 16,1985 discussed the reverk of all seals affected by AN! disapproval of S 26.
BISCO sescrandus to TUSCO tirent to Anger) dated Octcher 24,1985 identifies 8 penetrations to be rerorted.
OnJanuary 17,1986 I set mith Texas Utilities persennel to review the current status of the hardsare to be corrected. The fire barrier which felled the testing is being adequately addressed and it appears that this prchles ull) be resolved for Cesanche Feek because of the rework and/or location of the seals. However, this will be an open ites until the design deficiency report evaluation and corrective action is cospleted.
This say be a generic prcbles at ether sites because BISCO seals are used throughout the nuclear industry.
The subject seals say be installed at other sites to sert 3-heur requirements for cable spread roos se;aration, cold shutdenn cable trays er ether critical applications when they say last only 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br /> and 35 sinutes.
Enclosed are the letters and design satriz concerning these satters. These letters have further confused the issues instead of resolving thes. That is, 31500 letters dated Novesber 13,1984 and Septesber 16, 1985 are different because the first ene certifies to setting ASTM E-119 and IEEE 634 test requirements while the latter only sentions A$iM E-119. It also states that I!$CD recently retested the original design configuration ar.d it passed, however, in the saae paragraph on page 2, they state that they added a 3/B' proprietors coating which according to TUSCO is not on their barriers in place. BISCO discusses this coating as if this is a retrofit and/or a design thinge. Because of the coating, IISCO's clate that they tested as i

the ANI test laboratory tested appears to be inconsistent with the ANI letter to IISCO dated Aulust 20,1985 and 815:0's clais that the ANI test esteeded ASTM E-119 requirements is inconsistent with this saae letter.
It is also unclear as to how sany test f ailures have occurred. It appears that there were two recent failures, an AN! telt and a BISCO test f ail;te. TUGC0 could not explain these satters.
