Operations Branch Division of Low-Level Waste Management and Decommissioning I.' Site Summaries WM-42 CANONSBURG, PA (NMSS/LLWM)
The Canonsburg effort is nearing the end of Phase II, with the certification that remedial action is complete. NRC staff is presently reviewing the final certifi cation package from DOE; and expects to provide a concurrence decision to DOE in August. The DOE established a preliminary erosion monitoring program at the site on June 17, 1987. As part of a court decision, NRC must notify, through the Department of Justice, a party of local plaintiffs of any action relating to or leading to NRC licensing of the Canonsburg site.
With respect to the Burrell Township Vicinity Property (VP), on June 25, 1986, NRC staff transmitted,to DOE concerns regarding the adequacy of the present design and what course of a'ction remains for the DOE to satisfy applicable standards. NRC staff visited the VP on November 4,1986 to participate in a hydrology evaluation by DOE contractors. Furthermore, NRC staff reviewed a ~
draft Surveillance and Maintenance Plan for the Burrell VP in support of future licensing, and provided comments to DOE on December 4, 1986. Construction work resumed in March, 1987. Certification documentation is being prepared concurrently. '
WM-41 SALT LAKE CITY, UTAH (NMSS/LLWM)
Concurrences in the RAP and RAIP have been given and remedial action is in progress. Under the State of Utah's original contractor (Argee), nearly all of j the tailings and contaminated materials from the Vitro processing site were I moved to the Clive site, approximately 75% of the radon barrier was placed, and rock cover placement was begun on the sides of the pile. Argee has since claimed its contract complete and pulled out of of the project. However, Argee subcontractors, through an ago:ement with the State, have continued to place contaminated material that had been stockpiled at Clive into the encapsulation cell. A new contract for transporting the remaining contaminated material from the Vitro site (approximately 200,000 cubic yards) placing it into the cell and {
completing the soil and rock cover, has recently been awarded. Completion of the project is forecast for December 1987.
Review of RAP Modification No. I has been completed and concurrence given by ,
letter dated November 14, 1986 (see issues summary for details). Related revisions to'the RAIP have been reviewed and comments provided to DOE by letter ;

dated December 9, 1986. Additionally, the draft Surveillance and Maintenance Plan was reviewed, and comments were transmitted to DOE on April 24, 1987.
Representatives of the Central Valley Water Reclamation Facility (CVWRF), a vicinity property located on the site that includes the Salt Lake City proces-sing site, met with NRC and DOE staff on January 8 and 14, 1987, to discuss their need for immediate expansion construction onto the processing site. The need arises from a July 1,1988 Clean Water Act deadline for meeting NPDES effluent limits. DOE proposed that CVWRF proceed with its construction in the cleaned-up areas, that the State of Utah monitor excavated material and convey any high-concentration soil to the on-site staging area for shipment to Clive, and that DOE handle any additional costs as part of the overall remedial action. This proposal was acceptable to CVWRF with the provision that it be documented.
WM-58 SHIPROCK, NM (NMSS/LLWM)
Conditional concurrence in the RAP has been given, and construction is essentially complete A closing ceremony was held by DOE and the Navajos on October 3, 1986. See the attached issues summary for the status of the remaining RAP conditional concurrence issue on groundwater. Review of the Shiprock draft Surveillance and Maintenance Plan has been completed, and the comments were sent to DOE. NRC staff visited the site on December 11, 1986, and met with DOE / TAC staff to discuss further ground-water characterization plans necessary to resolve NRC/ Navajo concerns. The final Surveillance and Maintenance Plan will be completed in December, 1987, following completion of.
the additional ground-water characteri zation presently in progress. The~ draft Completion Report was received on February 9, 1987. The document was reviewed and comments transmitted to DOE on April 1, 1987. Review of DOE's responses to those comments is in progress. .
WM-48 DURANGO, CO (URFO)
The Final Remedial Action Plan (RAP), presenting a preferred alternative of relocation to Bodo Canyon, was reviewed and conditional concurrence along with final comments were transmitted to DOE by letter dated August 26, 1986.

By letter dated l March 18, 1987, NRC staff provided signed signature pages for the FRAP and forwarded these to the State of Colorado for their signature. The March 18 letter also identified issues that remain to be resolved prior to full concur rence. The RAIP has been reviewed, and NRC comments have been incorporated l into a revised document. On October 1, 1986, NRC staff cencurred with DOE's decision to acquire the Durango site. A ground-breaking ceremony was held on December 8, 1986, but no construction activity is scheduled until the Summer of 1987.
NRC/URF0 has completed its review of the EA and RAP, and conditional con-currence was given in June 1986. Concurrence in the Remedial Action Inspection Plan (RAIP) has also been given. The preferred alternative consists of truck-ing the tailings and other contaminated site material to a site seven road miles NW of its present location. 4 of the encapsulation cell and two temporary runoff ponds at the disposal site have been completed. The runoff ponds were shown to have insufficient

capacity, so the treatment facility used at the Canonsburg site has been moved 1 to Lakeview to treat water in the ponds. l Initial testing of erosion protection rock indicated insufficient durability.
As a result, DOE performed additional durability testing on the rock and determined that with appropriate oversizing and over-thickening of the rock layers, the rock is suitable for use at Lakeview. DOE's draft report on rock suitability was submitted on June 1, 1987 and NRC is currently reviewing the report.
Approximately 160,000 cubic yards of tailings have been moved on the disposal site. NRC/URF0 staff inspected the construction activities at the site on

September 8-9, 1986, and an inspection report was issued on September 17, 1986.
Issues are described in the attached summary. '
Construction activities were continued on May 11, 1987 after being halted for the winter in November 1986. During the winter months, sapage from outside the relocated tailings developed at two locations within the cell. DOE is presently preparing a drainage plan to correct this seepage problem. In addi-tion the cell was inundated with water. Tests are currently being conducted on the geochemical flow barrier and relocated tailings to determine whether they meet compaction specifications.
NRC/URF0 staff has completed its review of DOE's proposal to delete the plasticity index (PI) requirement from the design criteria. URF0 conclud6d that the PI specification should not be deleted.
WM-60 RIVERTON, WY (NMSS/LLWM)
The NRC staff has reviewed drafts of the NEPA documentation and the draft RAP.
The preferred alternative had been stabilization-in place (SIP). However, con-olidation of the Riverton tailings with tailings in an existing impoundment at a licensed Title II mill site in the Gas Hills of Wyoming, 45 miles away, is now the preferred alternative. URF0 has reviewed the active Gas Hills site's proposed license amendment to accept the Riverton tailings, and a modified amendment was issued in mid-March, 1987. DOE, NRC and Wyoming DEQ staff met on March 17, 1987 in Denver to further discuss feasibility of commingling the Riverton tailings at a commercial milling facility. In addition, the NRC has responded to an information request by Senator Simpson (R) of Wyoming with regards to the status of the Riverton remedial action. DOE submitted a pre-liminary final EA and RAP on this alternative to NRC for review and comment.
NRC provided comments to DOE on May 28, 1987, and final RAP was issued for con-currence on June 23, 1987. In early June DOE issued a Request for Procurement for the design and specifications for a proposal for relocation of the Riverton It is DOE's intent to select a qualified bidder and tailings to the Gas Hills.

WM-61 GUNNISON, CO f (NMSS/LLWM)
Preliminary draft and draft EA's and RAP's presenting a preferred alternative of stabilization-on-site have been reviewed by NRC. In response to NRC staff review and local and state comments, DOE is revising the EA and RAP to consider additional alternate sites. Review of a revised EA/ RAP has been further delayed due to potential ground-water problems a' the alternative site.
WM-67 AMBROSIA LAKE, NM (URFO)
Initial EA and RAP reviews for Ambrosia Lake have been completed. A meeting between DOE and NRC/URF0 staff was held in late August 1986 to discuss comments and present preliminary design information. A final design package, including specifications, drawings, and calculations, was submitted (March 16, 1987) for NRC review. The FRAP was submitted on May 14, 1987. On April 2, 1987, NRC staff concurrence was given for early acquisition of the Ambrosia Lake site. A test fill has been initiated at the Ambrosia Lake site to monitor magnitude and time-rate of settlement through instrumentation of saturated and unsaturated '
tailings areas.
WM-73 TUBA CITY, AZ (URFO)
Initial EA review for Tuba City has been completed. NRC staff review of the DRAP, which presented the preferred alternative of SIP, was completed on February 26, 1986, and comments were transmitted to 00E. Preliminary design documents and responses to NRC comments were received on August 25, 1986. NRC staff completed the preliminary design review and provided comments to DOE on October 16, 1986. The final RAP / design was received on November 24, 1986, and a response to the preliminary design comments was received on December 8, 1986.
Comments on these documents were sent to DOE on January 28, 1987, and reflect that information gaps still remain to be filled. NRC/URF0 is presently review-ing the final design and RAP.
Initial EA review for Mexican Hat was completed in April and the draft RAP review was completed in May 1986. The Preliminary Design was received on January 27, 1987, and the surface water hydrology portion of the design is currently under review. Geotechnical and seismic portions were incomplete and will be reviewed in the final design documents.
WM-65 FALLS CITY, TX (NMSS/LLWM)
The NRC staff has received and reviewed TAC's data collection subcontracts.
The prel minary final CADSAR was received on December 11, 1986. Comments from that staff's review were transmitted to DOE January 13, 1987. These comments addressed information needs specific to ground-water and geochemical, aspects of the site, and apparent ambiguity regarding the acceptability of commingling.
No significant flaws were identified based on the information provided. NRC visited the site on June 4, 1987.

I WM-70 MONUMENT VALLEY, AZ (URFO)
The initial EA review was completed in April,1986. The DRAP was reviewed, and
, comments were provided to DOE on June 6, 1986. Because of significant flooding I
and erosion conditions as well as potential foundation problems at the site, NRC staff discouraged SIP and recommended that consideration be given to J relocating.the pile.
WM-54 GRAND JUNCTION, CO (URFO-EIS; LLWM-RAP)
The DEIS review began'in May 1986, and comments were sent to DOE on July 30, 1986. The draft RAP was received on August 18. Draft comments were provided to DOE on September 18. A site visit was made during the week of September 29.
Final comments were sent on October 29, 1986. The PFEIS was reviewed and the staff had no comments which precluded its issuance. DOE published notice of the FEIS in the Federal Register on March 12, 1987. Preliminary design review is scheduled for August 1987.
WM-66 NATURITA, CO (URFO)
The draft CADSAR was reviewed and comments were transmitted to DOE on July 24, 1986. The draft EA and RAP reviews are scheduled to begin in October 1987.
WM-68 GREEN RIVER, UT (NMSS/LLWM)
The draft CADSAR was reviewed and preliminary comments were telefaxed to DOE in early July 1986. Formal transmittal of comments took place on July 17, 1986.
A site visit by NRC staff was made during the week of September 29. The final
.CADSAR was received September 8, 1986, and reviewed with comments sent to DOE on October 30, 1986. In these comments, the NRC staff has questioned DOE's

decision to limit disposal options to SIP ano S05. The Draft RAP /SCD and Draft EA were received February 2, 1987. Comments were transmitted to DOE March 1987 and focused on the lack of conclusive information and inconsistencies in areas of both documents. On May 29, 1987 NRC staff comments of additional DOE infor-mation in support of the draft RAP and EA were transmitted to DOE.
WM-72 SPOOK, WY (NMSS/LLWM)
The draft CADSAR was received on November 3, 1986, and comments were sent to DOE on November 26. Comments on the final CADSAR were sent to DOE in May 1987.
Initial EA and RAP reviews are scheduled to begin in August 1987. NRC staff visited the site and attended a meeting with representatives of DOE / TAC and the State of Wyoming on January 15, 1987. The meeting was held to discuss the coordinated clean-up of this site under UMTRCA and Wyoming's Abandoned Mine Lands Programs.
WM-62 RIFLE, CO (NMSS/LLWM)
DOE has submitted a draft EIS and RAP on the preferred alternative of relocation of the Rifle tailings piles to a new disposal site at Estes Gulch,.
approximately 6 miles north of Rifle. NRC will provide comments on the DEIS and DRAP by mid-July in accordance with the MOU.

The draft CADSAR was received on July 10, 1986, and comments were sent to DOE on August 8. Responses to the draft CADSAR comments and the preliminary final CADSAR were received on December 22, 1986. Comments were sent to DOE on January 28, 1987. The DEA / RAP review began in late April 1987, and comments were transmitted to DOE on June 11, 1987.
WM-43 LOWMAN, ID (NMSS/LLWM)
The draft CADSiiR was received on May 11, 1987. NRC comments were forwarded to DOE on June 11, 1987.
II. Gener.c Activities Construction' Inspection Procedures: LLOB (formerly WMLU) worked with I&E staff ~
to prepare guidance for the performance of NRC inspections during performance of remedial action construction at inactive tailings sites. I&E manual chapter 2620 on this subject was issued in final form on March 21, 1986.
NRC Licensing plan: LLOB has developed a licensing plan for UMTRAP sites which describes procedures for the licensing process. Office Director and EDO approval to pursue a generic license rulemaking has been obtained. The Office -
of Research will be conducting this rulemaking within the new NRC organization.
DOE Certification Plan: Further work on the DOE Certification Plan has been postponed u1til specifics of the Canonsburg and Shiprock sites have been resolved. Jue to uncertainty regarding the EPA groundwater standards, DOE has postponed work on the generic plan. Through review of the site-specific reports, NRC will execute its concurrence role in the completion or remedial action at each site.
NRC Standard Review Plan (SRP)/ DOE Technical Approach Document (TAD): The NRC staff has reviewed DOE's TAD, which describes technical approaches and design criteria to be used in preparation of remedial action plans. Comments were transmitted by letter dated February 26, 1986. A Final TAD dated May 1986, has been received and distributed to appropriate staff. Comments from DOE on NRC's SRP have been received and reviewed by appropri.?te technical staff.
