COMPLIANCE EVALUATION REPORT: APPLICATION DATED l

AUGUST 24,1998, AMENDMENT TO TECHNICAL SAFETY REQUIREMENT THAT ADDRESSES RECEIVING CYLINDER FILL WElGHTS BACKGROUND By letter dated August 24,1998, the United States Enrichment Corporation (USEC) requested l an amendment to the certificate of compliance for the Portsmouth Gaseous Diffusion Plant (PORTS). The request is to amend the PORTS Technical Safety Requirern int (TSR) 2.1.3.15.

The amendment corrects two improper conversions from pounds (Ibs) to kilograms (kg) for 8A (8-inch diameter) and 10-inch diameter UF, cylinders in TSR 2.1.3.15, " Receiving Cylinder Fill Weights and ensures that the approved shipping weight for SA and 58 (5-inch diameter) UF, cylinders is consistent with ANSI N14.1-1995," Uranium Hexaflouride Packaging for Transport."

DISCUSSION Administrative TSR 2.1.3.15 addresses UF, receiving cylinder fill weights. The proposed change is for the purpose of correcting improper conversions from Ibs to kg and to ensure that the approved shipping weight for SA and SB cylinders is consistent with ANSI N14.1-1995. For SA and 5B cylinders, the change is conservative, i.e., the fill limit is being reduced by 0.77 lbs l

(348 grams (g)) to be consistent with the ANSI standard. Specifically, the fill limit for these cylinders is being changed from 55.67 lbs (25,250 g) to 54.9 lbs (24,902 g). The amendment also proposes to correct the kg value for the UF, cylinder fill limits for 8A cylinders from 255 lbs ,

i (155.665 kg) to 255 lbs (115.665 kg), and to correct the Ib value for 10-inch cylinders from 370 Ibs (158.756 kg) to 350 lbs (158.756 kg).

Since an overfilled UF, cylinder, when heated to a liquid state, can rupture and release its contents, USEC reviewed the PORTS Dynamic Nuclear Materials Control and Accountability System and confirmed that no 8A or 10-inch cylinders were located onsite which had been filled above their safe fill limits of 255 lbs and 350 lbs, respectively. In addition, USEC has indicated that there were no shipments of filled 8A or 10-inch UF, cylinders made from PORTS since March 3,1997, which is when TSR 2.1.3.15 was made effective. Therefore, the unit conversion errors in TSR 2.1.3.15 did not result in any actual exceedence of safety-related fill limits of 8A and 10-inch cylinders at PORTS.

., '. 2 ENVIRONMENTAL REVIEW lssuance of the requested amendment to the PORTS Certificate of Compliance (GDP-2) to correct improper conversions from Ibs to kg in TSR 2.1.3.15 and to ensure that the approved shipping weight for 5A and 5B cylinders is consistent with ANSI N14.1-1995, " Uranium Hexaflot! ride Packaging for Transport," is subject to the categorical exclusion provided in 10 CFR 51.22(c)(19) and will not have a significant impact on the human environment.

Therefore, in accordance with 10 CFR 51.22(b), neither an environmental assessment nor an environmental impact statement is required for the proposed action.

CONCLUSION Based on the information provided in the proposed TSR 2.1.3.15, the staff recommends that correcting the conversion from Ibs to kg and ensuring consistency with ANSI N14.1-1995,

" Uranium Hexaflouride Packaging for Transport," be approved.

The Region lli inspection staff has no objection to this proposed action.
