SAFETY EVALUATION REPORT: APPLICATION DATED NOVEMBER 2,1998, REQUEST TO RELEASE BUILDING 27 (EA-1) AND BUILDING 21 UNAFFECTED AREAS FOR UNRESTRICTED USE l

BACKGROUND By letter dated November 2,1998, GA requested a license amendment to delete Building 27 l

(EA-1) and Building 21 unaffected areas from authorized use of licensed materials. In connection with the license amendment application, GA submitted reports titled, Final l

Radiological Survey Performed at GA Bldg 27 (EA-1)" and " Final Radiological Survey Performed l

at GA Bldg 21 Unaffected Office Areas." The proposed action is part of GA's overall decommissioning activities to terminate its Material License from the U.S. Nuclear Regulatory

. Commission (NRC).

DISCUSSION A.

Site Description A plan view of the GA site is shown in Figure 1. The location of Building 27 and Building 21 in

- relation to other facilities on GA's Main Site is shown in Figure 2. Building 27, also known as

" Experimental Area-1," or EA-1, had previously housed GA's radio chemistry laboratories and associated offices. The predominant contamination involved Cs-137 and Co-60, by product materials regulated by the State of California (NRC's agreement state). The total area to be

' released to unrestricted use is about 6500 sq. ft. consisting of about 4625 sq. ft. for the building plus about 1875 sq. ft. of side walk area adjacent to and surrounding the building. Building 21

_ consists of unaffected office areas (and rest rooms) and two TRIGA non-power reactors. ' These office areas are not used to support the two TRIGA reactors. (Both reactors have had their licenses amended to withdraw authorization to operate and are awaiting future decommiss-ioning.) There is no history of radioactive materialin the unaffected office areas in Building 21.

GA is planning to relocate personnel and equipment into Building 27; however, they will continue to use the adjacent unaffected office space and restrooms in Building 21. Therefore, GA requests that Building 27 and the unaffected office areas and rest rooms of Building 21 both be released to unrestricted use and deleted from its Special Nuclear Material License No.

Radioloaical Surveillance GA conducted a final radiological survey at the two buildings. The results are summarized in the above-mentioned reports. The final survey includes scanning, fixed contamination l

measurements, removable contamination survey and exposure rate measurements. The survey results demonstrate that areas in the two buildings meet the approved criteria for release to unrestricted use in addition, the NRC conducted a confirmatory survey to verify GA's results in Building 21 for the unaffected areas (see NRC's inspection Report No. 70-734/98-03). This inspection report identified an accessible hot spot in a drain pipe. The licensee subsequently resolved this issue.

The State of California also conducted a confirmatory survey to verify GA's results in Building 27.

C.

Environmental Review GA has demonstrated that Buildings 27 and 21 (unaffected areas) meet the NRC's criteria for release to unrestricted use and there is no significant impact to the environment if the NRC criteria are met.

Based on the information submitted by GA and the NRC Inspection Reports, the staff has determined that the following conditions have been met:

1.

There is no significant change in the types or significant increase in the amounts of any effluents that may be released offsite, 2.

There is no significant increase in individual or cumulative occupational radiation

exposure, 3.

There is no significant construction impact, and 4.

There is no significant increase in the potential for or consequences from radiological accidents.

Accordingly, pursuant to 10 CFR 51.22(c)(11), neither an environmental assessment nor an environmental impact statement is warranted for this action.

CONCLUSION The staff concludes that GA's request to release Buildings 27 and 21 (unaffected areas) for unrestricted use meets regulatory requirements and that there is reasonable assurance that the proposed action will not adversely impact on the health and safety of the public or the l

environment.
