COMPLIANCE EVALUATION REPORT: APPLICATIONS DATED MARCH 16,1999, ADMINISTRATIVE TECHNICAL SAFETY REQUIREMENT REVISION BACKGROUND By letters dated March 16,1999, the United States Enrichment Corporation (USEC) submitted two similar Certificate Amendment Requests (CARS) regarding Tc inical Safety Requirement (TSR) Sections 3.1.1 and 3.10.4.d for the Paducah (PGDP) and Portsmouth (PORTS) Gaseous Diffusion Plants. The CARS involve revisions to the TSR sections to reflect a change in the title of the Executive Vice President, Operations to Executive Vice President.

DISCUSSION The change in title of the Executive Vice President, Operations to Executive Vice President is an administrative change to reflect a restructuring of USEC. The functional responsibilities, reporting relationships and qualifications described in the Applications are not affected by this proposed change.

ENVIRONMENTAL REVIEW The change in title of the Executive Vice President, Operations to Executive Vice President is j subject to the categorical exclusion provided in 10 CFR 51.22(c)(19) and will not have a 4 significant impact on the human environment. Therefore, in accordance with 10 CFR 51.22(b),

neither an environmental assessment nor an environmental impact statement is required for the proposed action.

CONCLUSION Based on the information provided by USEC in its CAR, the staff concludes that changing the title of the Executive Vice President, Operations to Executive Vice President will not significantly l impact safety or safeguards at PGDP and PORTS.

The Region ll1 Inspection staff has no objection to this proposed action.
