SAFETY EVALUATION REPORT: APPLICATION DATED OCTOBER 5,1998, ORGANIZATION CHANGES BACKGROUND By application dated October 5,1998, Framatome requested Material License SNM-1168 be amended to reflect organizational changes.

- 1 Discussion The organizational changes proposed by the licensee are as follows:

The Manager, Safety and Ucensing, who is presently responsible for Material Control and Accountability, Radiation Protection, industrial Safety, Training, Corporate Safety, and Licensing will be replaced and these functions will be distributed to four managers, i.e.', Manager, Licensing and Quality Systems; Manager, Radiation Protection; Manager, Uranium Utilization and Accountraility; Program Manager, Compliance and Skill Training. The four managers report to the Quality Manager.

2.

The present Production Manager will be changed to three Product Center Managers representing key product lines, i.e., the Managers of Assembly, Rods, and Components.

- The licensee's proposed organization changes appear to strengthen the management structure by distributing responsibility to more qualified individuals. The staff has reviewed their job qualifications and has found them acceptable.

Environmental Review The staff has determined that the proposed changes are administrative in nature and do not adversely affect the public health and safety or the environment. Therefore, in accordance with 10 CFR 51.22(c)(11), neither an environmental assessment nor an environmental impact statement is warranted for this action.

Based on the above discussion, the staff concludes that the licencee's request is warranted and j'

that its approval will have no adverse effect on the public health and safety, or the environment.

l Therefore, the licensee's request for organizational changes is recommended.

. The Region ll Principal Inspector has no objection to this proposed action.
