SUBJECT:

SAFETY EVALUATION REPORT: BUILDING 22 - TRIGA FUEL FABRICATION FACILITY (TFFF) RELEASE TO UNRESTRICTED USE BACKGROUND in accordance with app!! cation dated March 23,1999, GA requested their license be amended to remove authorized activities at Building 22 TFFF from the license, and release Building 22 for unrestricted use. This facility was the location of the TRIGA Fuel Fabrication Facility. GA conducted a survey of the facilities and provided the results of that survey along with their submittal. The licensee used the same methodology as during the previous decontamination and decommissioning of the other facilities previously released at the site.

DISCUSSION GA has completed the survey of Building 22 office areas. They submitted a final report entitled,

" Final Radiological Survey Performed at General Atomics' Building 22," dated December 21, 1998, and requested the facility be release for unrestricted use in a letter dated December 22, 1998. Based upon concerns raised by the project manager regarding the December 21,1999, final report, GA, after addressing those concerns, submitted a complete revision with the following title; " Final Radiological Survey Performed at General Atomics' Building 22," dated March 21,1999. The survey methodology and decontamination procedures and techniques were the same rigorous procedures as uscd in the Grcup 6,7,8, and 9 laboratories and Building 30 phases I and ll which have been previously released. Regionalinspectors have conducted in-process inspections and collected numerous split samples for analysis for independent survey.

The licensee's survey data showed that there was no residual radioactivity in the Building 22 and all readings were well below the criteria established in " Guidelines for Decontamination of Facilities and Equipment Prior to Release for Unrestricted Use or Termination of Licenses for Byproduct, Source or Special Nuclear Material," dated April 1993, as incorporated in General Atomics Materials License SNM-696. The licensee accomplished extensive decommissioning prior to the final survey. Final contamination and radiation surveys as well as soil sample results provided in the final survey report for Building 22, demonstrate that the building, concrete pad and surrounding " footprint" area meet the approved guidelines for release to unrestricted use.

inspectors from Region IV performed a confirmatory survey (Inspection Report 70-734/98-03, and determined the following:

"A confirmatory survey was conducted on the portions of Building 39 to be released to unrestricted use. The survey included severallocations on the interior floor, inside and outside walls, metal roof, and the gravel, tar and insulation removed from the roof.

Severalinstruments and detectors were used to measure alpha, beta and gamma radiation. The results were all within the release limits specified in the Site Decommissioning Plan. The results were all background except the gravel from the roof l

which was above background but within the release limits."

The licensee has implemented a program for the conduct and documentation of final surveys that follows the guidance contained in Draft NUREGICR-5849, " Manual for Conducting Radiological Surveys in Support of License Termination."

ENVIRONMENTAL REVIEW Based on the information submitted by GA, the staff has determined that the changes to the license are related to decreased operations at the facility resulting from the proposed overall decommissioning of the site. Accordingly, the staff has determined that the criteria in 10 CFR 51.22(c)(11) for categorically excluding an action from an environmental review have been met.

Therefore, neither an Environmental Assessment nor Environmental Impact Statement is necessary for this action.

CONCLUSION The staff concludes that GA's request to reduce licensed activities meets regulatory requirements and that there is reasonable assteance that the proposed action will not adversely impact upon the health and safety of the public or the environment.
