l-r' 'SIGNIFICANT HAZARDS CONSIDERATION I. EVALUATION The guidance provided i+ Generic Letter 86-10 allows licensees to remove Technical Specifications covering Fi re Protection / Suppression Systems. An equivalent level of Fire Protection will be maintained by the Fire. Protection Operability and Testing Requirements which are contained in the Fire Protection Program Plan.

' II. CONCLUSION Based on the above evaluation, it is concluded that operation of Fort St. Vrain in accordance with the proposed changes will not (1) involve a significant increase in the probability or consequences of an accident previously evaluated, (2) increase the possibility of a new or different kind of. accident from any accident previously evaluated, or (3) involve a significant reduction in any margin of safety. 'Therefore, this change will not increase the risk to the health and safety of the public nor does it involve any significant hazards consideration.

A SAFETY ANALYSIS I. INTRODUCTION This Safety Analysis will discuss the deletion of the Fire Protection / Suppression System Technical Specification, The guidance for this activity was provided in Generic Letter 86-10.

II. ANALYSIS Fire Protection at Fort St. Vrain will be maintained by the Fire Protection Operability Requirements (FPORs) after the Section .

4.10 and 5.10 specifications are deleted from the Technical Specifications. The FPORs will provide an equivalent level of l protection., and are scheduled to become effective on 12/15/87 as part of the Fire Protection Program Plan.  ;

III. CONCLUSION The deletion of the Fire Protection / Suppression Technical Specifications.will not result in a reduction in the level of Fire Protection at Fort St. Vrain. The systems' operability will continue to be required and maintained through periodic testing.
