Dear Mr. Calvo:

In accordance with the guidance provided in Generic Letter 86-10, a

Public Service Company of Colorado (PSC) proposes to delete the Fire J

Protection LCOs and SRs from the Technical Specifications. An equivalent level of Fire Protection will be maintained at Fort St.

j Vrain by the Fire Protection Operability and Periodic Testing q

Requirements which are being established as part of the Fire j

Protection Program.

PSC plans to submit this program document including the Fire Protection Operability and Periodic Testing Requirements by December 15, 1987.

This amendment proposal includes:

the Summary of Proposed Changes, j

the Proposed Changes, the Significant Hazards Analysis and the Safety

{

Analysis as Attachments 1 through 4.

In accordance with the provisions of 10 CFR 170, an amendment fee of j

$150.00 is attached.
