l fo11 ewing services for. the commission eeneerning the construction permit safety review of Pacific Gas and Electric Company's Mendocimo Power Plant - Units 1 and 2 1.
Perform a general review and evaluation of the seismic design and l
analyses applicable to Seismic Design Category I structures, systems.
and components, other than those pressure-containing components such as pumps, valves, piping and vessels covered by the applicable ASME Component Codes and ANSI Piping Codes, with specific attention to the adequacy of the following:

(a) Proposed response spectra and/or time histeries with respect j
to horisontal, vertical, and torsional esaponents of seismic ground and floor motion.
(b) The desiga criteria applicable to Category I structures, and the safety margins associated with these criteria taking into aceoent the proposed load factors and those loading combi-nations which include seismie loads.
(c) The specified limits of allowable design stresses, ultimate strengths, strains, and deformation for the various construe-tien materials which will be used in Category I structures.

(f) Damping factors as related to the stress levels and modal distribution applied to structures, systems, and components.
(g) Mathematical models and associated analytical methods and procedures for seismic system design of structures, including structure-soil interaction.
(h) Testing methods proposed in lieu of specific analyses or in justification of seismic design methods.
(i) Seismic design eensideration applied to common boundaries between Category I and either Category II or Category III structures and related plant fontures.

Prepare and furnish a sessmentary on the items reviewed and any areas of eencarn within the scope of 1 above, including preliminary con-clusions which may serve as a basis for the final summary conclusions of item 3 below.

Propers and furnish a " Seismic Design Consultant Report for Mendocino Power Plant - Units 1 and 2" containing a summary of the conclusions reached, based on the evaluation of the preliminary design within the scope of 1 above, taking into secount (a) the information submitted by the applicant, (b) discussions held with the AEC regulatory staff, and (c) AEC meetings with the applicant and its seismic design consultants in which ye4 may have participated.

Serve es an expert witness in the public hearing on this facility, if required.
Your initial review of the documents enclosed should include the identifi-estion of areas of concern and areas requiring additional information, within the scope of 1 above. Please advise us, at the earliest opportunity, of. the results of this initial review and any additional information needed so that we may add your information requests, as appropriate, to those whiah the ABC will transmit to the appliaant. Copies of the amendments prepared by the applicant. La response of these AEC requests for supple-meetal information will be forwarded to you upon receipt.
