Over the past few months I have discussed with you the possibility of the Geosciences Branch of the NRC retaining you as a consultant for review of the San Onofre Nuclear Generating Station Units 2 &
i 3.
I have now determined, however, that we will be unable to proceed at this time with the necessary contractual arrangements to accom-plish this. As I indicated in sy telephone conversation with you on February 14, 1979, the primary reason we at:: unable to proceed is an appearance of conflict of interest on this preticular plant.
