PEACH BOTTOM ATOMIC POWER STATION STATUS REPORT FOR THE-PERIOD JANUARY 30 TO FEBRUARY 27, 1989 Enclosed.is the Peach Bottom periodic status report'from the NRC Resident Office at' Peach Bottom. Three NRC resident inspectors and the Integrated-Assessment Team monitored activities at the plant during the report period.

These' status reports are intended to provide NRC management and the public with an overview of plant' activities and NRC inspection activities.

.c PEACH BOTTOMLATOMIC POWER STATION STATUS REPORT FOR.THE PERIOD January 30 - February 27, 1989 1.0~ Plant Status As of 8:00 a.m..on February 27, 1989, Units 2 and 3 are in a cold condition per the March 31, 1987, NRC Order with coolant temperatures

.less than 212 degrees Fahrenheit, The Unit 3 core is completely off loaded into the spent fuel pool.

2.0 Facility Operations Summary Unit 2.is 4: day 717 of its seventh refueling outage that began March 13, 1987. Crit ? ottage work is continuing ~1n preparation for restart. Unit.3 % n day 516 of its seventh refueling outage that began October-1, 1987. The Unit 3 outage is continuing with limited work-in progress due to Unit 2 restart efforts.

3.0 Items of Speciti Interest a'3.1 - On Febr'uary 3,1989, the? Integrated Assessment' Team Inspection (IATI) 50-277, 278/89-81 commenced at the Peach Bottom Atomic Power . Station. ' The inspection was conducted February 3 - 17, 1989. The purpose of the inspection was to determine.the readiness of licensee management, staff and programs to support s power operation of the facility. The inspection team was composed of 16 Region 1 and NRR personnel who performed and logged over 1100 inspection hours. W. Kane was Senior Manager.and J.

Linville was Team Leader of the 16 member group. In addition, one representative from Pennsylvania and one from Maryland accompanied the team as observers.

The results of the IATI will be the subject of a future NRC Inspection Report. The IATI exit occurred on February 17, 1989.

Following the exit, the NRC held a news conference on site at the Peach Bottom Conference Center to discuss the results of the inspection and the current Peach Bottom status.

3.2 On February 2,1989, PECo informed the NRC via a letter that Peach Bottom was' ready for the IATI. The licensee basis for this conclusion was completion of their own self and restart readiness assessments, and a readiness assessment by the Institute for

. Nuclear Power Operations (INPO).

3.3 The NRC scheduled public meetings on February 28 (in Harford County, MD and Lancaster County, PA) ar.d March 1 (York County, l PA), to hear comments on the restart of Peach Bottom. '

4.0 Other Items of Interest 4.1 On February 2, 1989, at 5:45 p.m., the licensee made three separate four hour ENS phone calls. Two were associated with the emergency cooling tower (ECT) and the third was associated with the torus water level af ter a loss of coolant accident (LOCA).

The conditions associated with the ECT include identification of a nonseismic power supply to the bay level control instruments and a nonfunctional level control system between the ECT and the pump bays. These unanalyzed conditions may have rendered the ECT incapable of performing its safety related function as the ultimate heat sink on loss of Conowingo Pond.

The third condition may result in the plant being in an unanalyzed condition that could significantly affect safety. The post LOCA torus level could be lowered to a level below that which was used in design calculations. This lower water level could have an adverse affect on emergency core cooling system pump suctions, torus temperature monitoring, HPCI/RCIC exhaust lines, and torus hydrodynamic loading. The licensee initially identified a similar condition at its Limerick Generating Station on November 22, 1988.

4.2 On February 3,1989, PECo submitted to the NRC revision 1 to their Peach Bottom Restart Power Testing Program. This program plan will be reviewed by NRC.

The above items will be the subject of future inspection reports.

5.0 NRC Activities During the Period 5.1 Three NRC Resident Inspectors monitored plant activities between January 30 - February 27, 1989. These individuals consisted of the following:

Thomas P. Johnson - Senior Resident Inspector Richard J. Urban - Resident Inspector Larry E. Myers - Resident Inspector Areas inspected included operational safety, shutdown order commitments, radiation protection, physical security, control room activities and demeanor, reportable events, surveillance testing, outage activities, power ascension program plans, maintenance, and outstanding items.

5.2. The LIATI (see section 3.1) was on site February 3 - 17, 1989.

5.3 A special electrical team inspection consisting of four NRC specialists was conducted during the period January 30 . February 10, 1989. The team reviewed the adequacy of facilities' on site AC/DC electrical systems, and off site power.

5.4 Three regional and one headquarters managers were on site during the report period:

One report (50-277/88-42; 50-278/88-42) was issued on January 30, 1989. The inspection was conducted from November _19 to December

-31, 1988. One violation was issued for failure to control i procedures. '

The second report (50-277/89-01; 278/89-01) was issued on i February 14, 1989. The inspection was conducted January 1 to February 4, 1989. No violations were noted.
