SUBJECT:
NINE MILE POINT 2 MAIN STEAM ISOLATION VALVES (MSIV's)

A member of my staff expressed concerns regarding the adequacy of design and
. operation of the main steam isolation valves at NMP-2.
In connection with j
these concerns, recommendations for additional testing were proposed to j
further demonstrate the ; adequacy of the repairs.
Several phone conversations were held with NRR coggizant personnel ard there was agreement with +.he Region I costt'on.

During the licensee's presentation and meeting with NRR the NRC position for I
/
tidditional testing and ' additional commitments for prototype tests were made l
knoQn to the licensee.
Based on these inputs the licensee's final 10 CFR 60.55(e) report on MSIV Leakage (CDR 86-00-20) forwaroed by their letter of Octcoer 20, 1986 does incorporate additional commitments to:
l 1.
Implement a confirmatory local leak rate test of the eight MSIV's to be O
conducted within thirty days of the completion of the warranty run.

To establish and implement a 3 phase full scale test program for a proto-

type valve to verify the valve design and to perfect the actuator mechanism.
The initial phase testing to confirm the acceptability of the value is to

be completed by April 1987.
Completion of the other phases are phase 2
~
by December 1987 and phase 3 during the first refueling outage currently scheduled for Spring 1989.
The > staff has reviewed the licensee's plans and intends to condition the operating licenn.e,to require these additional tests.
Additionally, the l
licensee s eienption request regarding the modification of the actuators prior to initic??cr!,ticality remains in force.
Based on thyese added provisions, the Engineering Branch staff believes that adequate actions are planned to demonstrate valve operability and issuance of2 the operating license appears wa anted.
