0FFICE OF ENFORCEMENT NOTIFICATION OF SIGNIFICANT ENFORCEMENT ACTION Licensee: Northern States Power Company (EA 87-138)

Prairie Island Nuclear Generating Station, Unit 1 Docket No. 50-282

Subject:

PROPOSED IMPOSITION OF CIVIL PENALTY - $25,000 This is' to inform the Comission that a Notice of Violation and Propoced i Imposition of Civil Penalty in the amount of Twenty-five Thousand Dollars l ($25,000) will be issued on or about September 18, 1987 to Northern States Power Company. This action is based on a failure to verify that the power supply breaker for a safety injection pump was in the full racked in position resulting in the inoperability of the pump during startup and power operation.

The civil penalty was mitigated by 50 perceilt because of licensee identification and reporting.

It should be noted that the licensee has not been specifically informed of the enforcement action. The Regional Administrator has been authorized by the Deputy Executive Director for Regional Operations to sign this action. The schedule of issuance and notification is:

Mailing of Notice September 18, 1987 Telephone Notification of Licensee September 18, 1987 The State of Minnesota will be notified.

The licensee has thirty days from the dete of the Notice in which to respond.

Following NRC evaluation of the response, the civil penalty may be remitted, mitigated, or imposed by Order.
