0FFICE OF INSPECTION AND ENFORCEMENT NOTIFICATION OF SIGNIFICANT ENFORCEMENT ACTION Licensee:

Northern (MonticelloStates Power Company and Prairie Island )

ORDER TO SHOW CAUSE This is to inform the Commission that an Order to Show Cause why radios or other electrical / electronic equipment used to provide background music in the control rooms at Monticello and Prairie Island facilities should not be removed will be issued October. 20, 1986. The NRC staff has recently learned that radios or background music have been returned to the control room at Monticello in response to an arbitrator's decision in a proceeding between the International Brotherhood of Electrical Workers and Northern States Power Company. The licensee previously coninunicated with .the Executive Director for Operations (E00) in an August, 1985 letter that the radios were removed from the Monticello Control Room and acknowledged that radios had the potential of becoming a distraction.

Control room decorum has a direct impact on the ability of licensed operators to assure safe operations. Given the importance of a proper atmosphere in the control room, the previous NRC correspondence was issued by the EDO. In addition, given the attention placed on this matter, the licensee should have consulted with the ED0 prior to taking this unilateral action.

In addition, the NRC staff has recently learned that similar circumstances exist at the Vermont Yankee facility. Accordingly, a similar Order to the one being issued to Northern States Power Company will be issued to Vermont Yankee Nuclear. Power Corporation sometime next week.

Under the terms of the Order, the licensee may, within 25 days of the date of receipt of the Order, file a written answer under oath or affinnation and may also request a hearing.
