REGION V COMMENTS ON SMUD RESTART SCOPE LIST Region V has reviewed the SMUD " Restart Scope List" which was transmitted to Region V, April 13, 1987. As discussed in our telephone conversation of May 19, 1987, we are providing the following interim comments on the licensee's submittal for inclusion in the agency response. 1 Mr. G. C. Andognini of SMUD stated at the NRC-SMUD meeting on June 9 at Rancho Seco that a more complete list will be submited by mid-July.

Region V will provide further comments on that list when it is available for review.

1 In the interim, Region V reviewed the problem statements identified in the nuclear service cooling water System Status Report as well as a selection from the Action Plan. This review, documented in Inspection Report 50-312/87-17, concluded that the licensee's prioritization of action on the statements was generally reasonable. Further sampling is planned on at least one more system status report.

A few problem statements were identified which Region V believed should have been given higher priority for resolution, however, and these priorities are being reconsidered by SMUD. None of these exceptions are considered significant enough to delay a restart recommendation.

In addition, Region V disagrees with SMUD's characterization in paragraph 3 of NRC Open Items which are " restart issues". Region V has repeatedly informed SMUD that all NRC Open Items will have to be resolved prior to a . '

regional recommendation for restart, and in most cases, resolution will mean closure of the item. In any case, this is an area in which the NRC will decide which items must be closed prior to restart. In order to make that decision, SMUD should be prepared to discuss each of these items in detail "

with the assigned inspector.
