Dear Mr. Martin:

In accordance with the requirements of the Diablo Canyon Technical Specifications 6.9.2 and 3.3.3.6 Action d., this Special Report is being submitted concerning the Unit 2 plant vent high range radiation monitor (RM-29) being inoperable greater than 7 days.

On December 2, 1986, during the performance of Surveillance Test Procedure (STP) I-18BB2D, " Calibration of RM-29 Plant Vent High Range Monitor," RM-29 "

failed in the high range. In accordance with STP G-16 " Alternate Methods of

. Monitoring for High Range Accident Radiation Monitors," and Technical Specification 3.3.3.6 Action d., alternate methods of monitoring for high-range postaccident radiation were established at the plant vent within 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> on December 5, 1986.

i A replacement detector assembly had been previously ordered and is scheduled to arrive on January 8, 1987. This order is presently being expedited. Upon ,

a receipt of the new detector, it will be calibrated and RM-29 returned to

! Since alternate methods of monitoring were established in accordance with Technical Specification 3.3.3.6, no safety consequences or implications have resulted from this event.
