SUBJECT:

CATEGORICAL EXCLUSION FOR REVISED PHYSICAL SECURITY PLAN By letter dated October 25, 1985, IRT submitted a revised Physical Security Plan for review and approval. The Division of Safeguards completed their review of the revised Security Plan and determined that it met the requirements of 10 CFR 73.67 fer fixed site and in-transit protection for special nuclear material of low strategic significance.

Incorporation of the revised Physical Security Plan into Special Nuclear Material License No. SNM-1405 requires an amendment. No environmental impacts will result from the proposed amendment. Accordingly, the staff concludes the following conditions have been met:

1. There is no significant change in the type or significant increase in the amount of any effluents that may be released offsite,

2. There is no sicaificant increase in individual or cumulative occupational radiation exposure,

3. There is no significant construction impact, and

4. There is no significant increase in the potential for or consequences from radiological accidents.

Therefore, in accordance with 10 CFR 51.22(c)(11), neither an Environmental Assessment nor ar Environmental Impact Statement is warranted for this proposed action.
