REVIEW OF LICENSE AFENDVENT APPLICATIO!: DATED OCTOBER 18, 1985

. Back oround IRT Corporation is licensed to possess and use Special Nuclear Itaterial (SNM) for the development of inspection and assay equiprent, and for research and development. IRT has been storing nixed oxide fuel rods, which they presently cannot dispose of, in a building leased to them fron GA Technologies Inc. By letter dated October 18,1985, IRT requested that a new facility located at 8221 Arjons Road be added as an authorized place for storage of the nixed oxide fuel rods and for possession and use of small quantities of SHii, and that their total possession linit be reduced.

Discussion A. Addition of l'anufacturino and Warahouse Facilities Located at E221Tr3ons, Yo~aif The nanufacturino and warehouse facilities are in a buildino located at 8221 Arjons Road, San Dieco, California. The ranufacturing facility (Suite F) is at the north end of the building, with the warebeuse facility (Suite E) being located adjacent to the south wall of the nanufacturing facility. Other corpanies occupy the reraining sections of the building. Only SHM contained in scaled sources will be present in the f acilities. Both of these facilities are equipped with separate intnjsion alam systers to control general access.

The warehouse facility is near the proposed manufacturing area and is not adjacent to unrestricted areas occupied by other corpanies.

The facility will be used for storage only of 13 mixed-oxide fuel rods in an NRC Certified Shipping Container (Certificate of Corpliance ,

No. 6581 ) . This container will be kept inside a security cage on the north wall of Suite E. The security cage consists of heavy duty wire fencing and is equipped with an intrusion alam.

The ranufacturing facility will be used to build Portal Radiation Honitors, Portal llase l'onitors, Autorated Contanination Honitors, and Component X-Ray Inspection Devices. No more than 15 grams of ShM will be used at any one tirre at this facility. The raterial will be stored in shielded locked cabinets when it is not being used. The nanufacturing f acility is also equipped with an intnision alarn system.

Criticality Alarm E_x,emption IRT requested in their October 18, 1985, amendnent application that the 8221 Arjons Facility be exenpted from the criticality alarm requirerents specified in 10 CFR 70.24. The staff has reviewed this request and found it acceptable. Accordingly, License Condition 10 is being amended to add the facility at 8221 Arjons Road.

D. Radiation Safe _ty The licensee's radiological protection progran was established to provide adequate protection for erployees and the public during manufacturing operations as described in the current license. This progran was found to be adequate by the staff during the safety review supporting the license renewal dated March 9,1904. The proposed changes do not significantly alter the types of activitics previcusly authorized. The staff therefore finds that the present radiation safety progran is adequate to protect the health and safety of the employees and public.

E. Reduction'in Possession Limits IRT has reduced their possession 11 nits from abouIt 6,000 grams of SHH to less than 2,600 crars. The type, form, and quantity of SNM is specified in Conditions 6, 7, and 8 of the license. Accordi ngly, these conditions shall read as follows:

G. Reqipn V The artndrent application was discussed with R. D. Thomas of Region V.

He indicated that all of the Region's concerns had been adequately addressed and that Region Y had no objections n, arending the license as requested in IRT's arendment application.

Conc,1usjpnsfRecomendt 'i_ons The staff has revised IRT's arendmnt application dated October 18, 1985, and finds that IRT's proposed chances are adequate to protect the health and safety of the public or the environnent. The staff therefore recomends approval of the amendrmnt.

DEC 131985 FCUP:GHB 70-1359 Note to Ron Cardarelli IRT CORPORATION, APPLICATION FOR AMENDMENT DATED OCTOBER 18, 1985 Per your request on December 9, 1985, I have reviewed IRT's request to store fuel at the Arjons Facility. Section 3.3.2 of the amendment application specifies that the SNM at this facility includes 365 grams of plutonium (not Pu-239) and 284 grams of U-235 in the form of 13 mixed oxide fuel pins, and less than 15 grams of U-235 as sealed sources. The 13 fuel pins will be stored in a container and will not be used in the facility.

The applicant identified the container as an NRC-approved shipping container with Certificate of Compliance No. 6581, Model 51032-1. The rods will be placed in two wooden inner containers which, in turn will be placed inside a 43-inch diameter right cylinder which is 216-inches long and is fabricated from 3/8-inch steel. It should be noted that Certificate of Compliance No. 6581 does not authorize plutonium contents. The packaging is satisfactory for storage of the 13 rods, but it is not an authorized container for shipment of the rods to or from the facility.

The inner cavity of each wooden box is 4.125" x 4.125" x 76.75". The applicant has based the analysis on homogeneous mixtures of plutonium and water. This is non-conservative because the heterogeneous urania-plutonia mixtures can be more reactive. However, the limited ~ quantity of SNM rods separated in the two inner containers inside the metal container assure subcriticality. The other 15 grams of U-235 which may be in use is also a very subcritical quantity of SNM.

In Section 3.3.4, the applicant requests an exemption from the requirements in 70.24 for the Arjons facility. Because most of the SNM will be in storage only, there is a sound basis for granting the licensee an exemption from the requirements of 10 CFR 70.24. For purposes of nuclear criticality safety, approval of the amendment application to store and use limited quantities of SNM in the Arjons Facility is recommended.
