ALLEGATIONS RECEIVED DURING WOLF CREEK INSPECTION (June 25-28, 1984) t l

On the morning of June 27, a person entered the NRC resident trailer at Wolf /

Creek and asked to see an NRC inspector. The writer responded that NRC inspector and what would the party like.

'have been trying for several weeks to get a design change processed byTecht 1 to resolve what they considered to be a major design deficiency in the plant fire protection system.. offered the attached." Defect / Deficiency Report" number 84-23 as information on the matter.. stated that felt the matter was so serious that it should have been reported as.a 10 CFR 50.55(e) item. - stated that' group believed Bechtel's disposition of the matter was seriously wrong.

After reviewing the report, the writer informed the party that the matter would have to be reviewed by persons in the NRC with greater expertise in this area than the writer possessed and that the referral would be made upon the writer's return to RIV. The writer prcmised the party that scmeone from the NRC would provide 'with our position and action on the matter within the nextseveralweeks;Ter'apswithin6 weeks.

The person then went on to make additional, more general, allegations as follows:

1. Many systems are turned over from construction so incomplete that test procedure sequences have to be altered by TCNs in a gross manner. ,

fears that such gross changes will cause poor and incomplete testing due to oversights.

2. 'Nearly any startup group suggestion for design improvement changes are strongly resisted by Bechtel and that the second management level of startup are Bechtel people who suppress even getting some of the suggestions to the design office.
3. ~ Startup testing not well sequenced or integrated, in part because of item 1-above. -

4. Construction had landed many electrical cables using nylon screws and '

washers to allow construct.i_on completion, but at the same time not allow

the circuit to operate. .said jbelieves that there is no control

-over where this was done and that' testing is being relied on exclusively to find and change the screws / washers.

The person offered that

!. . . stated that, based upon . experience, the Wol f Creek startup program will not assist in assuring a safe plant and that. the contrary was true.
