The halon fire protection v.ystems have an inhibit r.ti tch to prevent aut,omatic dincharge of the cyntem during periods of routine maintenance, room cleaning, hot work, etc.
This inhibit switch aEso prevents discharge of the system by the manual electric puuhbutton located on the outside of the control panel.
The only tay to dis-charge halon in an emergency would be to operate the manual lever i
at the bottic location.
This will discharge halon into the area but does not shut the dampers or shut of f the liVAC for that room, rendering the system ineffective and reducing the concentration of halon to below the level required to extinguish a fire.
Upon contact with a. flame.in an amount insufficient to extinguish,the flanc, Italon 1301 decomposes into toxic gases which can be lethal when ; breathed in suf ficient quantity.
These gases, plus the other by-pro:iucts of combustion will be picked up by the 11VAC and circulated throughout the control building, including the control 4
room.
The fire protection system will not have performed its intended function and will have created further potential hazard.
This is not in agreement with FSAR Section 9.5.1.2.3 Rev. 14, which states that manual actuation is similar to actuation by detection by'both zones of detection.
This problem has been re-por.ted to Bechtel Engineering on SFR's 1-KC-59, 1-KC-73 and 1-KC-76 (attached).
All SFR's were rejected.
