In accordance with the requirements of the Diablo Canyon Power Plant (DCPP)

Technical Specifications 6.9.2 and 3.3.3.6 Action e., this Special Report is being submitted concerning the operability of one channel of the Unit 2 reactor vessel level indication system (RVLIS) and the feasability of repair during plant operation.

On January 26, 1987, a plant action request was initiated after several intermittent system failure alarms were received on train 8 of the DCPP Unit 2 RVLIS. A work order was initiated and an investigation started by the Instrumentation and Controls group to determine the cause of the failure alarms. The system problems were intermittent, and efforts to determine the exact cause of the inoperability were inconclusive. Therefore, on February 1, 1987, repairs to train B of the RVLIS were determined not to be feasible without further investigation and assistance.

Westinghouse is providing vendor technical assistance with the continuing troubleshooting efforts. A revision to this Special Report will be submitted after the cause of failure and the necessary repairs have been determined.
