DAILY STAFF NOTES, FEBRUARY 11, 1986 HRR

1. Fort St. Vrain By letter dated February 7, 1986, the Director of NRR authorized operation at up to 35 percent of full power for the Fort St. Vrain Station througt May 31, 1986. This authorization is based on a Comnission Memorandum and Orcer, dated November 26, 1985, granting Public Service Company of Colorado an extension to the November 30, 1 1985 deadline for equipment qualification at Fort St. Vrain.

This limited operation was approved following the licensee's satisfaction of a number of confirmatory actions identified in the P'emorar.dum and Order.

2. Issuance of Renewal of Facility Operating License TR-1 for the General Electric Test Reactor

, By letter dated October 21, 1975, the licensee requested renewal of Facility Operating License No. TR-1. Opportunity for hearing was afforded by tne Notice of Proposed Renewal of Facility License published in the FEDERAL REGISTER on September 15, 1977 at 42 FR 46427. A request for hearing and petition for leave to intervene was filed folicwing notice of the proposeo action. In 1977 the resulting hearing was set aside pending other hearings on an NRC Order to Show Cause concerning potential effects on the reactor due to postulated <

extreue seismic events. Hearings were terminated in August 1982 and  !

the Order to Show Cause was rescinded in April 1983. Proceedings on tire original petition to intervene were resumed.

An agresnent between GE and the one remaining intervenor on the renewal application resulted in withdrawal of the contentions, acceptance of the agreement conditions by the ASLB, and termination of the hearing in April 1985 by the ASLB. In accordance with the agreement, by letter dated June 26, 1985, as supplemented July 15, 1985, GE submitted an amendment to its license renewal application requesting renewal for possession only. This request was noticed in the FEDERAL REGISTER on September 11., 1935 at 50 FP 37083. No petitions to intervene were received. This license renewal amendment for " Possession Only" dated February 4, 1986, is for seven years, to October 1992, and completes the license renewal action.

REGION I

1. Seabrook The Regional Administrator met on February 10 at Seabrook with senior officials from FEMA, New Hampshire, Massachusetts, and N.H. Yankee to discuss emergency planning issues. It was decided to proceed with the scheduled exercise on February 26 without the participation of Massachusetts state and local agencies. If and when Massachusetts submits its emergency plan, a subsequent exercise will be scheduled.

The Regional Administrator is participating on February 12 in a League of Women Voters forum on Seabrook emergency planning in Newburyport, Massachusetts.

REGION III

1. The Regional Administrator, members of the Regional staff, and represent-atives of the Office of Nuclear Reactor Regulation will meet February 11, 1986, with officials of the Cleveland Electric Illuminating Company at the Perry site to discuss the reviews stemming from the January 31, 1986, earthquake near the site. The meeting will also cover the readiness of the plant for fuel loading.
2. On January 31, 1986, the Illinois Safe Energy Alliance filed a Petition for Review of a Director's Decision under 10 CFR 2.206 denying the request that an environmental impact statement be prepared for the General Electric Company's spent fuel storage facility at Morris, Illinois. The petition was filed in the United. States Court of Appeals for the District of Columbia Circuit.
