NRC STAFF PROPOSES $370,000 CIVIL PENALTIES AGAINST TEXAS UTILITIES ELECTRIC COMPANY Th.e Nuclear Regulatory Commission staff has proposed civil penalties totaling $370,000 against Texas Utilities Electric Company for several alleged violations of NRC requirements at the Comanche Peak Steam Electric Station (CPSES) near Glen Rose, Texas.
The proposed civil penalties are the result of two separate actions by the NRC staff. One action, for which a civil penalty of $120,000 is proposed, concerns TUEC's failure in three instances to assure quality control inspectors

the organizational freedom to identify problems. The second action, for which civil penalties totaling $250,000 are proposed, relates to multiple failures on TUEC's part to meet requirements pertaining to the construction and quality assurance program at the plant.
In a letter informing the company of the fine, James M. Taylor, Director of the Office of Inspection arid Enforcement in Washington, DC, acknowledged that TUEC is currently taking extensive actions to verify the adequacy of construction at CPSES and that the direction of construction activities is now under new management.
Texas Utilities Electric Company must respond to violations associated with the $120,000 proposed penalty within 30 days and within 60 days to the violations associated with the remainder of the civil penalties.
