Dear Mr. S ft:

As you e aware, the problem of the secure ultimate disposition of the plutonium produced overseas in U.S.-supplied reactor fuel or in U.S.-supplied facilities is one of the most formidable issues which the United States faces in the areas of export control and non proliferation.

This problem will become even more acute as the nuclear power base abroad expands and pressures for indigenous reprocessing capability abroad increase . The continuing effort within the U.S. Government and in the international community concerning regional reprocessing centers is one approach toward mitigating the problem.

A second approach to this problem, which could serve either as an alternative or a complement to regional reprocessing, might lie in provisions for the U.S. reacquisition of spent exported reactor fuel. Such measures, of course, would require change in the long-standing United States policy on reprocessing, as reflected in our existing Agreements for Cooperation with recipient countries.

It would also entail significant implications for international safeguards, for domestic environmental concerns, for nuclear fuel economics and for international negotiations. These implications would differ l as between the case where such a policy were adopted by the Unite.d l States unilaterally and the preferable case of its integration into uniform export policies by major supplier nations. The Honorable Brent Scowcroft January 8,1976 as a matter of urgency within the NSC system to assess the nature and implications of the problem and to identify and evaluate alternative approaches to its solution.

The Nuclear Regulatory Commission staff will be pleased to participate in such a study.
