SUBJECT:

Proposed Export License for Low Enriched UF 6 for Tarapur Nuclear Power Station (SECY-75-728)

Before deciding whether to approve the above referenced export license, I would like your office to provide me with information on the following issues.

First, at the time the Commission approved the previous export for the Tarapur reactors (SECY-7 5-4 87 ) , it is my recollection that State Department representatives agreed that further attention would be given to exploring the possibility of the U.S. repurchasing plutonium produced in these reactors. I would like to be informed of the efforts which have been made in this regard and the results, if any, of such efforts. In this connection I would like to know whether any assessment has been made of whether the quantity of plutonium produced by the Tarapur reactors to date is in

" excess" of the needs of the Indian government for its peaceful atomic energy program. (cf. India-U.S. Agreement for Cooperation, Article II(F) .) If no such assessment has been made, could you please ancertain why this is the case and under what circumstances such an assessment would be undertaken.

Secondly, I would like to receive a briefing from those agencies with particular knowledge of the subject on the IAEA safeguards which are currently applied at the Tarapur reactors and at any facilities at which the reprocessing of fuel from these reactors is contemplated. I would also like to be briefed by these agencies on India's overall nuclear program. Please discuss the contents of the briefing with' me before making final arrangements.
