SCOPE OF EVALUATION This engineering evaluation covers the following SQN concern:
XX-85-124-001 Information for evaluation / closure of this concern was obtained from Mr. Charles Bonine, Jr., Manager of Construction, memorandum dated lR1 January 13, 1985.
II.
ISSUE (S) ADDRESSED BY CONCERN The concern was analyzed to determine the issue (s) voiced by the concerned individual. This issue (s) is as follows:
Several 55-gallon barrels of unused weld rods were buried. 1980, 1981.
III. CONCERN VALIDITY OR SUBSTANTIATION The procedure in effect at the time of the employee's concern was SNP Construction Procedure No. W-1 " Procurement Storage, Issue & Control of Welding Material." This procedure required that weld rod stubs and unused weld rods be returned to the weld rod ec4 trol center at the end of the shift in which they were issued or specified intervals. Those lR1 rods that were not found to be re-usable were to be removed from the Weld Rod Control Center for " controlled disposition." These rods and
[
stubs were sealed in 55-gallon drums and segregated in a fenced portion of the warehouse yard.
Unsuccessful attempts were made to sell the material as scrap.
In order to prevent unauthorized use of these weld rods, project management determined that burying the 55-gallon barrels was the best means of control.
Based on the investigation, no specific violation of the specification, or available codes or standards could be substantiated.
