The issues identified in this element refer to possible programmatic defi-ciencies in the engineering design process. These issues, if found to be valid, may result in a cost or operational impact because of difficulty of performing maintenance, testing, or operation resulting from ENDES not having addressed these areas adequately.
However, if any difficulties have resulted from such lack of attention they have been overcome or otherwise dealt with because the plant has been constructed, and operation, maintenance, and testing (e.g., start-up, in service, etc.) have been performed by plant personnel. Also, there is the Design Change Request (DCR) process whereby Operations can request plant changes to accommodate maintenance, testing, and operation problems.
The issues expressed by these concerns do not address the performance or the integrity of any system. Concerns which address system performance and integrity are addressed by other Sequoyah Element Reports. Consequently, such

programmatic issues would not, of themselves, have an impact on plant safety.
These items have not been committed to the NRC to be completed before restart, and are not required by regulations (e.g.,10CFR50).
Therefore, resolution of these programmatic items is not considered to be a requirement for plant restart.
