NON-RESTART JUSTIFICATION SUhMARY SUBCATEGORY / ELEMENT 207.3(B)

The issues identified in this element refer to the possibility that the documentation of Engineering's evaluation of deviations to preoperational test acceptance criteria, is not adequate to determine the extent of detail performed in the evaluation process. The issues are related to the determination of the level of detail required for documenting Engineering's evaluation of preoperational test results.

The issues expressed by the employee concern in this element are

documentation and records related, and do not address the performance or the integrity of any plant system. Related concerns associated with possible testing program deficiencies, having potential impact on electrical system performance and integrity, were addressed in Sequoyah Element Report 213.2 as restart issues. (No corrective actions were deemed necessary as a result of the 213.2 evaluation).

A review of the TVA practices and procedures governing preoperational testing concluded that the program within Engineering for documenting and-evaluating preoperational test results was adequate to reflect the

[, g requirements of 10CFR50 Appendix B and ANSI N45.2.9.

V The impact of this concern being valid would be the lack of a convenient record of the details of_ Engineering's review of deviations to

preoperational test acceptance criteria. Documentation of that detail (to establish n " justification" of Engineering's decisions), is not pertinent to plant safety. Therefore, resolution of this programmatic issue is not considered to be a requirement for plant restart.
