PURPOSE 1

This procedure provides the methods and corrective actions required to '

verify the design and ability of Limitorque Motor Operated Valves (MOV's) to perform their intended function under normal, upset, emergency and faulted conditions. First time use of this procedure will produce acceptable baseline data for use in trending and predictive maintenance.

SCOPE This procedure applies to all Limitorque Motor Operated Valves types SMB and SMC, and shall be performed when invoked by MP 1410.32 " Testing of Motor Operated Valves Using MOVATs."

RESPONSIBILITY l ) The Nuclear Engineering Group Director is responsible for the preparation, and

\- /' use of this procedure by engineers who have received the following training:

1. Principles of operation of Limitorque Operators.
2. Interpretation of MOVATs Field Data.

These courses can be administered by certified contract personnel or similar courses developed by the Nuclear Training Division.

DEFINITIONS Torque Seated Valve - Gate or globe valves requiring torque switch activation to provide tight shutoff.

l Position Seated Valve - Valves which are positioned by limit switch, i.e. l quarter turn valves and diaphragm valves. l MOVATs - Motor Operated Valve Analysis and Test System. l REFERENCES Toledo Edison Drawings

MOV Data Evaluation 03/25/86 3 o, 6 NEP-091 B. INITIAL DATA ANALYSIS Responsibility Action Responsible Engineer 1. Compares supplier data on Exhibits I (Analyst) and II to data obtained in Step A.2 to ensure that the data agrees with design documents.

2a. Compares the data in the MOVAT's Report (Exhibit III) to the supplier data on the Manufacturer's and Limitorque Data Sheets (Exhibit I and II) to assure that Exhibit III data agrees with supplier data. Where conflicts exist, checks to see if the original design has been modified by an FCR and reverify all data until conflict is resolved.

2b. Compares the maximum D/P from Step A-6 to the Rated D/P from the Manufacturer's Data Sheet (Exhibit I) to ensure the value meets or exceeds the maximum D/P condition. Corrective s

action in accordance with approved

) procedures shall be taken if Limiting D/P

3. Compares field walkdown data of Step A-7 to the Manufacturer's Data Sheet (Exhibit I) to ensure valve has Acme Threads and Data on Dimensions agree.
4. Evaluates Thrust signatures for any anomalies. Thrust signatures for position seated valves can only be evaluated for anomalies since thrust numbers are not obtained by the MOVATS equipment for these valves. All anomalies shall be resolved and documented in the evaluation package.

Sa. Thrust Values for torque-seated valves shall not exceed the maximum yield point of the weakest valve member as shown on Exhibit I.

Sb. Thrust Values at Control Switch Trip (CST) will be compared to values in the Manufacturer's Data (Exhibit I) for, rated temperature and pressure.

These values will be evaluated by the

Any unsatisfactory results from (Analyst) Steps 5a or 5b will be resolved (Continued) via written communication with the appropriate vendor and becomes a part of this evaluation package for permanent retention.

6. Torque Switch (T.S.) set points in the MOVATS Report (Exhibit III) shall equal 7749-E-15 recommended values.

7749-E-15 settings that do not provide the thrust required for rated conditions per Exhibit I shall be modified using the FCR process to provide the appropriate thrust, or brought to resolution through correspondence with the vendor, which will be included as a part of this evaluation package.

7. Torque switch bypass limit

' switches on wedge type valves tested at zero D/P shall have been set in l l accordance with M.P. 1410.32. For valves being D/P tested, evaluates the time the torque switch is bypassed to ensure the zero D/P setting is sufficient to prevent torque switch trip during valve unseating.

8. Compare MOVATS Report (Exhibit III) "Open and Close Control" to verify that the correct control method is being used for the valve being evaluated.
a. Closing travel is stopped using torque swith for wedge-seated valves,
b. Open travel is stopped using the limit switch for single seated valves.
c. Open travel is stopped using the torque switch for double acting valves that are torque seated in both directions.

Code 2 - At the next shutdown, the condition noted should be investigated and perhaps corrected at that time if possible.

Confirm that all the threaded stem type NSR-MOV's utilize ACME General Purpose Screw Threads, since that is the only type of thread design addressed in procedures provided.

4 All NSR-MOV's are being checked to verify that they utilize ACME General Purpose Screw Threads. As work has been accomplished on each MOV the threads have been checked. The results are then reviewed and verified per NEP-091, paragraph B.3.

Confirm that the torque switch is bypassed for the first 20% to 25%

of total disk travel on the opening cycle of a valve. i

4 The valve operator. torque switches are being set per MP-1410.32, " Testing

-of Motor Operated Valves Using MOVATS", which was modified by "T" MOD, T-9857.

MP-1410.32 requires that the bypass be set at 20, minus O plus 5 percent of stroke time starting at the. point where the valve disc starts to . .

move. If, on the MOVATS thrust curve, it is not possible to identify the-point where the valve disc starts to move, then the bypass is set at 25 to 30% of stroke time starting at the beginning of application of motor current. An information copy of MP-1410.32 with "T" MODS is attached.
