1.0 PURPOSE This procedure provides instructions for determining and documenting the characteristics of the installed Limitorque Motor-0perated Valves (MOVs), Exhibit I, to establish:
- 1. The limiting condition for design and operation under differential pressure (D/P) and flow. The data obtained will be used in performing the MOV Data Evaluation Procedure (NEP-091).
- 2. A representative sample of valves to be tested to confirm the adequacy of the corrective maintenance procedures listed in paragraph 4.5 used in the Motor Operated Valve Reliability Improvement Program.
- 3. Test conditions for the representative sample of test valves (Exhibit VI).
2.0 SCOPE This procedure applies to all Limitorque Motor Operated Valves types SMB and SMC, and shall be performed on MOVs listed in Exhibit I.
3.0 RESPONSIBILITY The Nuclear Engineering Group Director is responsible for the preparation, and use of this procedure by engineers who have received the following training:
- 1. Principles of operation of Limitorque Operators.
- 2. Interpretation of MOVATs Field Data.
These courses can be administered by certified contract personnel or similar courses developed by the Nuclear Training Division.

5.2 DESIGN FUNCTION - Close or open while a design condition of pressure or flow exists.

5.5 POSITION SEATED VALVE - Valves which are positioned by limit switch, i.e. quarter turn valves and diaphragm valves.

,, NEP-092 5.6 RESPONSIBLE ENGINEER - The engineer trained in the principles of operation of Limitorque operators and field data interpretation according to NEP-091.
5.7 SYSTEM ENGINEER - The engineer responsible for a system with valves of interest.
5.8 TORQUE SEATED VALVE - Gate or globe valves requiring torque switch activation to provide tight shutoff. '
5.9 CONFIRMATORY TEST - Test of valve that will ensure maintenance procedures used on each MOV are adequate when: 1
- 1. Bypass switch setpoint is sufficient to allow !
valve unseating prior to reinsertion of the torque '
switch into the control circuit.

- 2. Torque Switch settings ensure closing the valve '
sufficiently to meet its limiting differential Pressure or flow.
6.0 REQUIREMENTS l

The valves shall be assigned a I valve category number and be grouped including the following:
- a. Vendor

- c. Valve size
- d. Closing (or seating) control (torque or position) 6.1.2. List valves with identical systes purpose or function (per Exhibit VIII) and valve category (per Exhibit I) utilizing the same sheet of the D/P Limit Review Record I (Exhibit II) and transmit to the appropriate I Systes Engineer. '

6.2 Determination of Limiting Conditions of Differential Pressure or Flow Responsibility Action System Engineer 6.2.1 Determines and documents (Exhibit II) maximum and minimum conditions of D/P and flow to establish the maximum D/P limit under which the valve is to perform its design function. Considers, as appropriate, the following types of information:
- a. Pump suction and discharge conditions
- b. Safety relief valve set points
- c. Valve normal, upset, emergency, and faulted conditions
- d. USAR & Tech Spec conditions for System and Valve
- e. Single equipment failure, inadvertent equipment operation
- f. Whether the valve (gate or globe) is to open or close against a full flowing system? ,
Note: The greatest thrust on the valve stem will occur when seating or unseating the valve at full differential pressure.
- g. The D/P limit is to be for any anticipated transient 6.2.2 Obtains comments from Station Operations Engineers Department Engineers and resolves comments as neces sa ry.
6.2.3 Prepares description of the process for reaching the limiting D/P.
6.2.4 Transmits the completed Exhibit II along with the resolution of any comments and the description of process for reaching the limiting D/P to the Responsible Engineer.
Responsible Engineer 6.2.5 Checks the System Engineer's completed D/P Limit Review Record (Exhibit II) for completeness.

- e. Indicates on Exhibit IV torque seated valve type, size, valve category, and quantity utilizing the List of Nuclear Safety-Related MOVs (Exhibit I).
- f. Records on Exhibit IV the range of torque ratios (available/ required) utilizing the Review of LCPF (Exhibit III).
- g. Selects and records for each test category on Exhibit IV the valves to be evaluated for confirmatory testing considering the following:
- 1. Approximately 20% of the valves in each test category should be tested.
- 2. Valves with the lowest torque ratio (available/ required) should be tested.

- 3. Valves are estimated to be testable by' hydro or flow test.
- h. Indicates on the form for Review of LCPF (Exhibit III) which valves are selected to be evaluated for confirmatory testing.
- i. List selected valves with identical system purpose of functior. (per Exhibit VIII) and valve category (per Exhibit I) utili::ing the same sheet of the D/P T.est Conditions Review Record (Exhibit V) and transmit to the appropriate System Engineer.
System Engineer 6.3.2 Determines & documents (Exhibit V) conditions of systems for testing each valve to be evaluated for Confirmatory testing. Considers the following, as appropriate:
- a. Conditions of test,
- b. Justification for test conditions.
- c. Reference to piping isometric drawing and valves used as injection points during testing with hydropump or other equipment as necessary to duplicate conditions at a later date.
- d. Records whether system pump flow or hydropump will be used.
- e. If valve is to be "open" tested determine the follo- ag:
- 1. If the valve should be closed prior to the test with the maximus D/P or with zero D/P.
- 2. If the valve should be closed cold and then heated prior to testing.

- 3. If the valve should be closed hot and then cooled prior to testing.
- f. Test temperature & NDTT temperature for limiting piece of equipment in system during test,
- g. Test Conditions should not lift safety valves.
- h. No freeze seal, will be used to isolate for these tests.
- i. Are there equivalent valves as alternatives for Station Planning selection, i.e. parallel trained valves with similar torque ratio?
- j. Identifies and records whether flow test with valve closure and/or opening is achievable and conditions of test.
- k. Identifies and records whether to perform test in cold shutdown, hot standby or operating plant configuration.
6.3.3 Obtains comments from Station Operations Department Engineers and resolves comments as necessary.
6.3.4 Prepares description of the process for reaching the test condition.
6.3.5 Transmits the completed Exhibit V along with the resolution of any comments and the description of process for reaching the test conditions to the Responsible Engineer.
Responsible Engineer 6.3.6 Checks the System Engineer's completed D/P Test Conditions Review Record (Exhibit V) for completeness.
6.3.7 Completes Exhibit III and checks all l
calculations and exhibits.
- a. Exhibit V data is used to confirm test conditions.
- b. Enters & corrects as necessary all calculations done.in Paragraph 6.3.1.

i Question No. 2.
Confirm that the torque and limit switch adjustments for each nuclear safety related motor operated valve take into account the limiting
.; requirements of Item 1 above.
Response to Question No. 2.
The limiting requirements referred to in Question No. I are taken into account in the torque switch setting. Confirmation is assured by procedure. Nuclear Engineering Procedure-091 (NEP-091), attached, accomplishes this confirmation in two steps:
Step 1 - Paragraph.B.2.b compares the limiting conditions (Question 1) with the manufacturers D/P. If the limiting D/P
- exceeds the manufacturers rated D/P, corrective action is required.
Step 2 - Paragraph B.6 requires evaluating the thrust requirement.
The "as left" torque switch setting will result in available thrust
.., equal to or greater than the thrust required for operation under the- l j '~ limiting D/P and flow condition.
The limit switch is set.to bypass the torque switch during unseating to allow the actuator to develop full thrust during unseating (see response to Question 5). ,
