Dear Mr. Shafer:
This letter is in response to a request made by Mr. Thomas Ploski to Mrs.
Jennifer Scott-Wasilk, of my staff, on September 25, 1985.
Mr. Ploski indicated that the response to the Exercise Weaknesses (Log No.
1-1228) needed further details on the improvements to the Recovery procedure (EI 1300.11).
Exercise Weakness: The failure to consult the station's EALs for applicability prior to downgrading from a General Emergency and later from an Alert, plus the incorrect procedural guidance that emergencies classified as at least an Alert must be downgraded below the Unusual Event class before commencing recovery activities, together resulted in inappropriate emergency declassification.

Response
As part of our review and revision of the entire Emergency Plan, we will be changing Procedure EI 1300.11, Recovery, to allow for implementation of the Recovery Plan at an emergency classification above the Unusual Event classifi-cation. The appropriate emergency response organization members will be trained on this new procedure within 60 days of its receiving approval for implementation.
