As noted in our August 1,1985 letter, Ms. Linda Kers, Emergency Response Coordinator, NRC Region III, visited the Davis-Besse Nuclear Power Station (DBNPS) on August 13, 1985, to review their emergency facilities and determine how to integrate an NRC Site Team into these facilities and the DBNPS emergency organization. During this visit Ms. Kers met with Ms. Jennifer Scott-Wasilk, DBNPS Emergency Preparedness Manager, and toured the Emergercy Control Center (ECC) and Technical Support Center (TSC) facilities.
During the past four years, since the development of NUREG-0696, we have had the experience of a number of licensee and State exercises plus the knowledge gained by the development of the Federal Radiological Emergency Response Plan (FRERP). We generally now recognize that response by NRC and the other Federal agencies to a radiological emergency will be more comprehensive than assumed during the development of NUREG-0696. is a copy of the most recently proposed draft Expanded NRC Site Team organization chart, listing a single shif t.
The current NRC response plan anticipates that each primary NRC Coordinator (i.e. a minimum of the Director of Site Operations / Site Team leader, Reactor Safety Coordinator and Protective Measures Coordinator) would locate adjacent to their DBNPS or Toledo Edison Company counterpart. We have found that co-location of the NRC Coordinator with their utility counterpart significantly enhances the flow of information between the NRC and utility.
As a result of the August 13, 1985 meeting, it was agreed that upon receipt of this formal request from Region III the communications equipment and lines listed below would be added to the indicated DONPS emergency facilities for NRC use.
Instruments may be indicated for NRC use by color (e.g. all instruments for NRC use would be red) and would be equipped to accept headsets, which would also be provided for our use.
The lines initially installed would be three digit internal extensions, with those indicated being converted to four digit direct dial numbers as lines become available.

Two instruments /one equipped with two four digit lines, one with two three digit lines (if possible one three digit line would be an extension of the Reactor Safety Coordinator's line to enable a three way conversation with the Resident Inspector).
Instruments to be located next to the DBNPS Emergency Director.
Emergency Response Coordinator: Two instruments with one line each/one four digit, one three digit.
Instruments to be located in the NRC area of the ECC.
Protective Measures Coordinator:
Four instruments, one line each/two four digit, two three digit (including one four digit for the IBM Portable Computer which will accompany the NRC Site Team).
Instruments to be located in the dose assessment and protective measures area of the ECC.
Public Affairs Coordinator: One instrument with a three digit line to be located next to the DBNPS Public Affairs Officer in the ECC.
Government Liaison Coordinator:
Two instruments each with one three digit and two four digit lines, to oe located with those provided for the State and County representatives in the ECC.
Joint Public Information Center (JPIC):
Public Affairs Coordinator:
Two instruments each with one three digit and one four digit lines.
Techaical Support Center (TSC):
Reactor Safety Coordinator:
Three instruments with two four digit and one three digit lines, to be located with DBNPS counterpart.
Health Physics Coordinator:
Two instruments /one three digit and one four digit line, to be located with DBNPS counterpart.
Oy trations Support Center (OSC):
One instrument with a three digit line will be provided in the new OSC, until that time a telephone currently available will be designated for exclusive NRC use during emergencies.
Personnel Processing Facility (PPF):
One instrument with a three digit line will be provided for NRC use adjacent to the Security Supervisor.
