This. is- in response 'to your letter dated April 23,1984 '(Log No'.1497) .

concerning response to Generic Letter 81-21-Natural Circulation Cooldown.

Toledo: Edison as part of.the B&W Owners Group worked to develop a position

. on Natural Circulation Cooldown and this.was submitted to Dr. N. Prasad

'Kadambi on December.14, 1984 by A. G. Hosler for the Owners Group.

The letter indicated that B&W plant owners would provide amended replies to Generic Letter'81-21 on natural circulation cooldown. Two different

~

- approaches were ' taken by the owners. The first approach involves the use of head venting and the second involves adoption of the GPU analysis-

,without using head vent.

- Toledo Edison has reviewed the GPU analysis and determined that it is applicable to Davis-Besse Nuclear. Power Station Unit-1. 'Therefore, we endorse'the GPU analysis until the-next refueling outage where the head to

- hot-leg'_ vent.line,will be installed and a less stringent cooldown rate can 1

be justified.-
