September, 1986 UMTRAP STATUS REPORT u
Low-level Waste and Uranium Recovery Projects Branch Di"ision of Waste Management
O The NRC has consisting cf concurred in the Remedial stabilization-on-site is essentially Action Plan (RAP),
complete. NRCand has remedial reviewed action Canonsburg's ReAed Site Mair.tenance and Surveillance Plan and the Remedial Action Inspection Plan. NRC staff has conducted a final on-site inspection (July 23, 1986) of the site,'as well as the Burrell Township vicinity prcperty.
As part of a court decision, NRC must notify, through the Department of Justice, a party of local plaintiffs of any action relating to or leading to NRC licensing of the Canonsburg site. An incomplete certification package for Canoisburg's completion of remedial action was received in mid-June 1986 for NRC review. NRC staff reviewed the package to the extent possible, and on August 25, 1986, previded conditional co m rrence with the determination of completion of remedial action pending receipt of additional information.
With respect to the Burrell Township Vicinity Property (VP), NRC staff has documented concarns regarding the adequacy of the present design and what courre of ac: ion remains for the 00E to satisfy applicable standards. This documentation was transmitted to DOE on June 25, 1986. Additional C/ contaminauon was discovered at the Burrell VP, and DOE is considering moving this material to the location of the Burrell encapsulation cell. NRC staff expects significant change in design, and is awaiting additional information from 00E. NRC responded to an August 6, 1986 DOE letter on supplemental standards on September 15, 1986. The letter acknowledged DOE rational for considering EPA supplemental standards, but cautioned DOE on the extent of contamination.
WM-41 SALT LAKE CliY, UTAH (NMSS:WM)
Concurrences in the RAP and RAIP have been given and construction has started.
To date, approximately 80% of the tailings and contaminated materials have been moved to the Clive site, and completion of tailir.gs relocation is forecast for mid-November 1986. Placement of radon barrier has begun at the north end of the pile. with approximately 35% of the barrier placed to date. Review of two proposed RAP modifications has been completed (see issues summary).

2 WM-58 SHIPROCK, NM (NMSS:W)
Conditional concurrence in the RAP has been given, and construction is nearly complete. Remaining construction activities include seeding of borrow areas, completion of fencing, and performance of the final property survey. A closing ceremony was held by DOE and the Navajos on October 3, 1986. See the attached ,
issues summary for the status of the remaining RAP conditional concurrence issue.
Review of the Shiprock draft Surveillance and Maintenance Plan has been completed and coments sent to DOE.
WH-48 OURANGO, C0 (URF0)
The Final Remedial Action Plan (RAP), presenting a preferred alternative of' relocation to Bodo Canyon, has been reviewed and conditional concurrence was gi 26, 1986. The RAl? has been reviewed, and NRC OcovenbyletterdatedAugust meats have beea incorporated iato a revised docu eat- the subcoatract documents have been received and review comments were forwarded to DOE on May 15, 1986. The DOE has requested NRC concurrence on the site acquisition per UMTRCA. NRC is currently reviewing the request.
NRC/URF0 has completed its review of the EA and RAP and conJitional concurrence was given in June 1986. Concurrence in the Remedial Action Inspection Plan (RAIP)hasalsobeengiven. The preferred alternative consists of trucking the tailings and other contaminated site material to a site seven road miles NW of its present location. A ground-breaking ceremony was held on July 9,1986; R.
D. Smith of URF0 attended. Excavation and liner construction at the disposal site is presently underway. Approximately 30,000 cubic yards of tailings have been moved to the disposal site. The P-ecision Pines railroad bed vicinity property has been excavated and the contaminated soil moved to the disposal n -area. NRC/URF0 staff inspected the construction activities at the site on U September 8-9, 1986, and an inspection report was issued on September 17, 1986.
Issues are described in the attached summary.
WM-60 RIVERTON, WY (NMSS:WM)
The NRC has reviewed drafts of the NEPA documentation cod the draft RAP. The preferred alternative is stabilization-in-place (SIP). However, consolidation of the Riverton tailings with an active mill site in the Gas Hills of Wyoming.
45 miles away, has been suggested by the State of Wyoming. The project is on hold pending progress in resolving whether_to consider this suggestion. The State of Wyoming engaged an independent group to provide a third party review
-of the various options for remedial action for the Riverton UMTRAP waste. The recommendations from this study concluded that SlP can be achieved, although '
the DOE proposal would require some modificatinn. A meeting between Governor Herschler of Wyoming and R.G. Romatowski of the D?partment of Energy took place on July 14, 1986 to discuss possible resolutions for the deadlock on disposal of Riverton wastes. As part of a generic review of the feasibility.of disposal of UMTRAP wastes at commercial tailing sites, NRC prepared a legal response on
. June 16, 1986 for the possibility of disposal at the Gas Hills site.
Preliminary draft and draft EA's and RAP's presenting a preferred alternative of stabilization-on-site have been reviewed by kRC. In response to NRC review and local and state coments, DOE is revising the EA and RAP to consider additional alternate sites. Review of a revised EA/ RAP is scheduled to begin in April 1987.
WM-67 AMBROSIA LAKE, NM (URF0)
Initial EA and RAP reviews for Ambrosia Lake have been completed. A meeting between DOE and NRC/URF0 staff was held in late August to discuss coments and present preliminary design information.
WM-73 TUBA CITY, AZ (URFO)
O Initial EA review for Tuba City has been completed. NRC review of the DRAP, which presented the preferred alternative of SIP, was completed on 2/26/86 and comments were transmitted to DOE. Preliminary design documents and responses to NRC coments were received on August 25, 1986 and are now under review.
WM-63 MEXICAN HAT, .,T (URFO)
Initial EA review for Mexican Hat was completed in Apri. and the draft RAP review was completed in May 1986.
WM-65 FALLS CITY, TX (NMSS/WM)
The NRC has received and reviewed TAC's data collection subcontracts. The CADSAR review is scheduled to begin in October 1986.
WM-70 MONUMENT VALLEY, AZ (URF0)
The initial EA review was completed in April,1986. The ORAP was reviewed by NRC, and comments were provided to 00E on June 6, 1986. Because of significant flooding and erosion conditions as well as potential foundation problems at the site NRC discouraged SIP and recomended that consideration be given to relocating the pile.
WM-54 GRAND JUNCTION, CO 0-EIS;WM-RAP)
The DEIS review began in May 1986, o.d coments were sent to DOE on July 30, 1986. The draf t RAP was received on August 18. NRC provided draf t coments to DOE on September 18. A site visit was made during the week of September 29.
Coments are now being finalized.
W-66 NATURITA, C0 (URFO)
The draft CADSAR was reviewed and uments were cransmitted to DOE on July 24, 1986. The draft EA and RAP reviews are scheduled to begin in March 1987.

WM-68 GREEN RIVER, UT (NMSS/WM)
The draft CADSAR was reviewed and preliminary comments were telefaxed to DOE in early July 1986. Formal transmittal of comments took place on July 17, 1986.
A site visit by NRC was made during the week of September 29. The final CADSAR is being reviewed by NRC staff.
WM-72 SPOOK, WY (NMSS/WM)
The draft CADSAR review is scheduled to begin in September 1986. Initial EA and RAP reviews are scheduled to begin in September 1987.
WM-62 RIFLE, CO (NMSS/WM)

The Draft CADSAR was received on August 4,1986, and comments were sent to DOE on September 8, 1986. Initial EA and RAP reviews are scheduled to begin in April 1987.

11 Generic A:tivities Construction Inspection Procedures: WMLU worked with 1&E staff to prepare guidance for the performance of NRC inspections during performance of remedial action construction at inactive tailings sites. I&E manual chapter 2620 on this subject was issued in final form on March 21, 1986.
NRC Licensing Plan: WMLU has developed a licensing plan for UMTRAP sites which describes procedures for the licensing process. The plan will _ be transmitted to DOE and other interested part%s shortly. Office Direcu r approval to pursue a generic license rulemabng has been obtained, and documentation for
-E00 approval has been prepared and is being transmitted.
v i DOE Certification Plan: Further work on the DOE Certification Plan has been halted until specifics of the Canonsburg site have been resolved. Due to uncertainty regarding the EPA groundwater standards DOE has postponed work on the generic plan. Through review of the site-specific reports, NRC will execute its concurrence role in the completion of remedial action at each site.
NRC Standard Review Plan (SRp)/ DOE Technical Approach Document (TAD): The NRC staff has reviewed DOE's TAD, which describes technical approaches and design criteria to be used in preparation of remedial action plans. Coments were -
transmitted by letter dated February 26, 1986. A Final TAD dated May 1986, has been received and distributed to appropriate staff. Comments from DOE on NRC's SRP have been received and reviewed by approporiate technic!.1 staff. A response to coments together with proposed changet to the SRP was sent to DOE by letter dated May 1, 1986. Revision 1 of the SRP #1 be issued following completion of the erosion protection regulatory guide.
O DOE Groundwater Protection Plan: The staff has reviewed DOE's Uraft Interb UMTRA Project Water Protection Plan. Comments were transmitted on September 29, 1986. Along with the comments, the NRC position on UMTRAP groundwater reviews was conveyed as follows. On an interim basis, the staff will continue to base reviews on the EPA guidance in 40 CFR 192, Subpart C. However, pendtng conclusion of EPA's replacement rulemaking, all NRC concurrences on remedial actions will be conditioned to require a further review against EPA's final groundwater protection requirements.
NRC-DOE Memorandum of Understanding: NRC has reviewed and revised the present UMTRA Memorandum of Understanding. Therevised(M0V)hasbeenreviewedby mana9enent and transmitted with comments to DOE on May 7,1986. Subsequently, DOE provided an updated proposed revision incorporating some of NRC's recommendations and reflecting the revised document preparatian procedures.
NMSS received this version on July 14, 1986, and has coordinated the review p with URFO. NRC and DOE staff have discussed this revision and further NRC V concerns by telecon on Sept.mber 10, 1986. A meeting between DOE and NRC staffs is scheduled for September 30, 1986 to resolve these concerns.
Disposal of Title I Waste at Title 11 Sites: DOE requested NRC's formal position on disposal of UMTRAP wastes at active uranium mills. OGC (fonnerly ELD) reviewed the request in light of flexibility in UMTRCA to follow this type of disposal strategy. NRC transmitted the conclusions of the OGC analysis to DOE on June 16, 1986. The State of Wyoming also requested similar information and has been notified of the NRC response. NRCandDOEstaffs(programand legal) met on August 28, 1986 to discuss further options.
Transfer of Casework to URF0: WM staff is working with the RIV/URF0 staff in the assignment of site-specific UMTRA casework to the Denver office (URFO). As of June 26, 1986 all site casework for VMTRAP except for Canonsburg, Riverton, Salt Lake City, Grand Junction, Green River, and Shiprock had been transferred to URFO. It is expected that all UMTRAP construction, inspection, vicinity property, certification, and licensing work will be carried out by the Denver office in FY 87. Overall program management will remain as a headquarter's function.
