This is in regard to a request for approval of a route to be used 'or transport of spent reactor fuel as contained in your letter of October 20, 1988.

The route from Portsmout' Marine Terminal, Portsnouth, Virginia, to the Department of Energy Savannah River Plant, Aiken, South Carolina, including the transient l

ports of Port Elizabeth, New Jersey and Baltinore, Maryland, as requested in your letter is judged to reet the regulatory requirerents in accordance with 10 CFR l

73.37 for shipment of spent fuel under inport license ISNM-81017 and is aeprcved

! through December 31, 1989. In the event your carrier is required to deviate f ron l the approved route, please call the contact listed on page 2 of this letter as I

soon as possible providing the details.

Arrangements with law enforcer.ent agencies along the route as required by 10 CFR 73.37 (a)(2) have been ccrpleted t>y the NRC staf f. Data relating to these arrange-ments and a copy of the approved route are enclosed. This inforration is to be

! incorporated into your stipment plans and provided to your carrier along with I instructions regarding its use.

l Please note that assuring highway safety is the responsibility of the licensae ar.d carrier and our approval is i.ot intended to provide relief ir this regard.

l During seasonal periods when inclement weather with accorpanying hazardnus road conditions can occur with short notice, the appropriate state police should be contacted with regard to road conditions be.' ore a shipment co m nces.

Please note that the notification requirements of 10 CFR 73.37(f) and 73.72 for each shiprent still apply. When raking a notification to a governor or his desig-nie, it should be very specific especially with regard to notification of ser(es shipments. Written notification nust designate exactly hcw rany individual ship-rents are to be included. OF LEA RESPONSE CAPABILITIES AND SAFE HAVENS ROAD TRANSPORTATION ROUTE PORTSMOUTH MARINE TERMINAL, PORTSMOUTH, VIRGINIA TO DOE SAVANNAH RIVER PLANT, AIKEN, SOUTH CAROLINA NOTE: Safe havens are indicated on the route strip charts by a lower case letter of the alphabet in parenthesis. These safe havens were designated by the NRC route analysis teams with the assistance of law enforcement agencies along the route, as available, for tempo-rary refuge until appropriate assistance arrives. The basic criteria used to identify a safe haven were availability of a large parking area, nighttime lighting, where possible, and rapid law enforcement response to the safe haven.
