  • This is in regard to your request for approval of a route to be used for transport of spent reactor fuel as contained in your letter of October 16, 1985.

The route requested in your letter is judged to meet the regulatory requirements in accordance with 10 CFR 73.37 for shipents of spent fuel under import licenso ISTt-1699 and is approved through necember 31, 1986.

Arrangements with law enforcement agencies along the route as required by i

10 CFR 73.37(a)(2) have bean completed by the IRC staff. Data relating to these arraugements and a copy of the approved route are enclosed. This inforaation is to be incorporated into your shipment plans and provided to j

your carrier along with instructions regarding its use.

Please note that assuring highway safety is the responsibility of the licensee and carrier and our approval is not intended to provide relief in this regard.

1 During seasonal periods vthen inclenent weather with accompanying hazardous road conditions can occur with short notice, the appropriate state police should he contacted with regard to road conditions before a ship.nent commences.

Please note that the notification rnquirements of 10 CFR 73.37(f) and 73.72 for each shipment still apply. Wh9n making a notification to a governor or his designee, it should be very specific especially with regard to notifica-tion of series shipments. Written notification must designate exactly ho.<

nany individual shipments are to be included.

In the event the number of shipnents in a series is revised, the change notification should indicate that it is a revision of the original notification and an increase or decrease in the nunber of shipments.

In addition, the change notification should spec-ify that the information for any of the shipments in the revised series may not e decontrolled until ten days after the arrival at the destination of tha st shipmant in that series.
